Meaning of Vehicles with NG License Plates
Clause 7a Article 25 of Circular 58/2020/TT-BCA prescribes license plates for vehicles of foreign agencies, organizations, and individuals as follows:
License plates with a white background, black numbers, and a red "NG" series are issued for vehicles of diplomatic missions, consular offices, and foreign staff members holding diplomatic identification from those agencies. The license plates for Ambassadors and Consuls General have a registration sequence number of 01 with an additional red dash horizontally across the nationality and registration sequence numbers (plate number 01 is reissued when registering a new vehicle).
According to Clause 2 Section I of Circular 01-TTLN of 1998:
- Vehicles of diplomatic missions, consular offices, international organizations, and individuals with diplomatic status (vehicles with NG plates) enjoy immunity from search, requisition, seizure, and are not subject to penalty measures.
- Other vehicles not bearing NG plates are subject to search, seizure, and penalties depending on the nature and severity of the traffic violations, similar to Vietnamese vehicles, unless there is a separate agreement between Vietnam and the foreign country.
Thus, vehicles bearing NG plates will enjoy immunity from search, requisition, seizure, and are not subject to penalty measures.
