According to Article 8 of Circular 31/2019/TT-BGTVT on the speed and safe distance of motor vehicles:
Article 8. Maximum permissible speed for specialized motorbikes, mopeds (including electric motorbikes), and similar types of vehicles on roads (excluding highways)
For specialized motorbikes, mopeds (including electric motorbikes), and similar types of vehicles, when participating in traffic, the maximum speed shall not exceed 40 km/h.
=> Thus, according to the aforementioned regulation, the maximum speed that mopeds may participate in traffic is not exceeding 40 km/h, even outside densely populated areas.
