3. Cars are to be fitted with 02 license plates: 01 short size plate: Height 165 mm, length 330 mm; 01 long size plate: Height 110 mm, length 520 mm.
a) The arrangement of letters and numbers on car license plates for domestic agencies, organizations, and individuals: The first two numbers are the local vehicle registration symbols, followed by the registration series (letters); the second group of numbers represents the vehicle registration order, consisting of 05 natural numbers from 000.01 to 999.99;
b) The arrangement of letters and numbers on car license plates for foreign agencies, organizations, and individuals: The first two numbers are the local vehicle registration symbols, followed by the name country symbol group, territorial symbol, international organization consisting of 03 natural numbers, and the third group is the series of license plates representing the group of subjects as foreign organizations, and individuals; the fourth group is the vehicle registration order consisting of 02 natural numbers from 01 to 99;
c) License plates for tractors, trailers, and semi-trailers consist of 1 rear-mounted license plate, size: Height 165 mm, length 330 mm; the arrangement of letters and numbers on license plates is the same as for domestic car license plates.
4. Motorcycles are to be issued a license plate mounted at the rear, size: Height 140 mm, length 190 mm.
a) The arrangement of letters and numbers on motorcycle license plates for domestic agencies, organizations, and individuals: The first group of numbers is the local vehicle registration symbol and the registration series. The second group of numbers represents the vehicle registration order, consisting of 05 natural numbers from 000.01 to 999.99;
b) The arrangement of letters and numbers on motorcycle license plates for foreign organizations and individuals: The first group is the local vehicle registration symbol, the second group is the country name symbol, territory, international organization of the vehicle owner, the third group is the registration series, and the fourth group is the vehicle registration order, consisting of 03 natural numbers from 001 to 999.
Thus, the size of car and motorcycle license plates is regulated as follows:

According to Clause 2, Article 16 of Circular 24/2023/TT-BCA, the regulations are as follows:
Cases of replacement and reissuance
- Cases of changing vehicle registration certificates and changing license plates: Modified vehicle; repainted vehicle; vehicles already registered, issued with white background license plates, black letters, and numbers switched to yellow background license plates, black letters, and numbers (vehicles engaged in transport business by car) and vice versa; renewing vehicle registration certificates; changing the vehicle owner's information (owner's name, personal identification number, address); damaged, blurred, torn vehicle registration certificate; damaged, blurred, broken license plate or the vehicle owner requests to change the old vehicle registration certificate, old license plate to the certificate, license plate as regulated in this Circular.
2. Cases of reissuing vehicle registration certificates, reissuing license plates: The vehicle registration certificate is lost; the license plate is lost.
According to this regulation, the vehicle owner is reissued a license plate in the case of the license plate being lost.
