Liability of Users of a Vehicle with Multiple Owners

Clause 5, Article 24 of Circular 15/2014/TT-BCA, regulating vehicle registration issued by the Minister of Public Security, outlines the responsibilities of the current vehicle user as follows:

a) Complete the declaration for a change of ownership and vehicle relocation, with a commitment to bear legal responsibility for the vehicle registration procedures (Form No. 03 attached to this Circular). Then, proceed to the commune-level police office where you are registered as a permanent resident to get confirmation of the registered permanent address. In case the current user of the vehicle is an officer or soldier of the People’s Public Security or People's Army, obtain confirmation from the workplace accompanied by a letter of introduction from the unit.

b) Pay the registration fee at the tax authority.

c) Submit the vehicle registration dossier to the vehicle registration authority. If the vehicle was previously registered in another province, the dossier must be submitted to the registration authority indicated in the vehicle registration certificate. After withdrawing the original dossier, submit it to the registration authority where you are registered as a permanent resident for vehicle registration.
