Issuance of Decree No. 160/2024/ND-CP regulating driver training and examination activities in Vietnam
On December 18, 2024, the Government of Vietnam issued Decree No. 160/2024/ND-CP specifying in detail some articles of the Law on Road Traffic Order and Safety 2024 concerning driver training and examination activities, including:
- Different forms of driver training
- Business conditions for automobile driver training services of driver training institutions
- Standards for driving instructors
- Procedures for inspection, assessment for issuing, reissuing, and revoking certificates for practical driving instructors
- Issuing, reissuing, and revoking learner driver permits
- Issuing, reissuing, and revoking driver training permits
- Business conditions for driver examination services at driver examination centers
- Procedures for inspection, assessment for issuing, reissuing, and revoking examination permits
- Conditions for practice grounds for testing motorcycle drivers
- Procedures for inspection, assessment for issuing, reissuing, and revoking approval for the operation of practice grounds for motorcycle driver examination.
Decree No. 160/2024/ND-CP applies to organizations and individuals involved in driver training and testing activities in Vietnam and does not apply to training and testing activities for military, police forces performing defense and security tasks.
Decree No. 160/2024/ND-CP comes into effect on January 1, 2025.

What are types of driving test centers in Vietnam?
According to Article 3 of Decree No. 160/2024/ND-CP:
Article 3. Definitions
- Learner driver vehicle means an automobile used for car driver training.
- Examination vehicle means a motorcycle or automobile used for driving tests.
- Training capacity is the maximum number of students that a driver training institution can train at a given time, determined by the total number of students enrolled for different classes of automobile driving licenses, including both theory and practical students at the time of determining the training capacity.
- A driver examination center is established to meet conditions regarding facilities and staff, in accordance with the national technical standards for driver examination centers and is classified as follows:
a) Type 1 driver examination center: provides services for organizing examinations, issuing driving licenses for classes A1, A, B1, B, C1, C, D2, D1, D and classes BE, C1E, CE, D2E, D1E, DE;
b) Type 2 driver examination center: provides services for organizing examinations, issuing driving licenses for classes A1, A, B1, B, C1, and C;
c) Type 3 driver examination center: provides services for organizing examinations, issuing driving licenses for classes A1, A, and B1.

According to the above regulation, driver examination centers are classified as follows:

Where must car driving examinations be conducted in Vietnam?
According to Article 61 of the Law on Road Traffic Order and Safety 2024:
Article 61. Driver Examination
- Those who have completed a driver training program and meet age and health requirements as stipulated in Article 59 of this Law may register to participate in a driving test.
- The content of the driving test must be appropriate for the category of driving license and driver training program.
- Automobile driving test activities must be conducted at driver examination centers; motorcycle driving test activities can be conducted at driver examination centers or practice grounds that meet conditions and standards in terms of facilities and technical requirements. Driving test activities are carried out by a competent state agency.
- The driver examination center is an entity providing driving test services; must meet the conditions prescribed by the Government of Vietnam and meet the technical requirements according to the national technical standards for road motor vehicle driving examination centers; must utilize equipment that applies information technology and must immediately share the results and data monitoring the testing process with training, testing, and driving license issuance management agencies, as well as traffic order and safety management agencies for supervision.

Automobile driving test activities must be conducted at driver examination centers; motorcycle driving test activities can be conducted at driver examination centers or practice grounds that meet conditions and standards in terms of facilities and technical requirements.
