Issuance of Decree 156/2024/ND-CP stipulating regulations on the auction of vehicle registration plates in Vietnam
On December 10, 2024, the Government of Vietnam issued Decree 156/2024/ND-CP detailing Articles 37 and 38 of the Law on Road Traffic Safety and Order 2024 concerning the auctioning of vehicle license plates. This includes the license plates up for auction, starting price, deposit, bidding steps, documentation fees, auction formats, methods, procedures, rights and obligations of the winning bidders, collection and processing of deposits, and refund procedures for auction winners.
Decree 156/2024/ND-CP takes effect from January 1, 2025, and applies to the following entities:
- The Ministry of Public Security.
- Asset auction practitioners and auctioneers selected to auction vehicle license plates.
- Organizations and individuals participating in the auction.
- Other relevant agencies, organizations, and individuals.

Which license plates are put up for auction in Vietnam?
According to Article 5 of Decree 156/2024/ND-CP, the details of vehicle license plates put up for auction are as follows:
Article 5. Vehicle License Plates Put Up for Auction
- Vehicle license plates put up for auction are those for automobiles, motorcycles, and motorbikes as specified in points c and d, clause 2, Article 36 of the Law on Road Traffic Safety and Order 2024.
- The Minister of Public Security decides the number of license plates to be auctioned at each auction session, including plates from provinces and cities under central government jurisdiction, currently in the Ministry of Public Security's Vehicle Registration and Management System, and supplements the number of plates for provincial and city police under central authority if the supply is depleted before the next auction session.
According to the above regulation, the license plates put up for auction include:
- Yellow background license plates with black letters and numbers issued for vehicles engaged in transport business.- White background license plates with black letters and numbers issued to vehicles of domestic organizations and individuals, excluding the following:
+ Blue background plates with white letters and numbers for Party, State, socio-political organization, and public service provider vehicles.
+ Red background plates with white letters and numbers for military vehicles.
+ Yellow background plates with black letters and numbers for vehicles engaged in transport business.
In what cases are the results of the vehicle license plate auction in Vietnam canceled?
According to Article 21 of Decree 156/2024/ND-CP, the conditions for canceling auction results are set forth as follows:
Article 21. Cancellation of Auction Results
- The auction result of vehicle license plates may be canceled in the following cases:
a) The auction winner or asset auction practitioner requests cancellation and receives written approval from the Ministry of Public Security.
b) The asset auction service contract, Notice of Auction Result, or Decision to Confirm the Auctioned License Plate is declared null and void by a court, not due to a violation by the auction winner under civil law.
c) The auction winner dies within 30 days of the Auction Result Notice without having been issued the Decision Confirming the Auctioned License Plate.
d) The auction winner dies within 12 months of being issued the Decision Confirming the Auctioned License Plate or during the approved extension period for license plate registration but has not completed registration procedures.

Thus, the auction result of vehicle license plates is canceled in the following cases:
- The auction winner or asset auction practitioner requests cancellation and receives written approval from the Ministry of Public Security.
- The asset auction service contract, Notice of Auction Result, or Decision to Confirm the Auctioned License Plate is declared null and void by a court, not due to a violation by the auction winner under civil law.
- The auction winner dies within 30 days of the Auction Result Notice without having been issued the Decision Confirming the Auctioned License Plate.
- The auction winner dies within 12 months of being issued the Decision Confirming the Auctioned License Plate or during the approved extension period for license plate registration but has not completed registration procedures.
- The auction winner does not pay or does not pay the full auction price within the stipulated period. The Ministry of Public Security shall notify in electronic writing of the ineligibility to participate in auctions for 12 months from the date of the Auction Result Notice.
- The auction winner does not complete registration procedures for the auctioned license plate as required.- Disqualification from participating in auctions due to reasons such as:
+ Providing false information or documents, using forged papers to register for or participate in auctions.
+ Colluding with auctioneers, asset auction practitioners, auctioned asset owners, other participants, or other individuals or organizations to manipulate auction prices or distort auction results.
+ Obstructing asset auction activities, using software to interfere with the auction process or results, or disrupting the auction session.
+ Threatening or coercing auctioneers or other participants to distort auction results.
+ Other prohibited behaviors under the law.
