Issuance of Decision approving the Implementation Plan of the Agreement on Mutual Recognition of International Driving Licenses between Vietnam and South Korea
On February 6, 2024, the Prime Minister issued Decision 163/QD-TTg in 2024 approving the Implementation Plan of the Agreement on Mutual Recognition of International Driving Licenses between Vietnam and the Republic of Korea.
[1] Objectives
- Effectively implement the provisions of the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Korea on mutual recognition of international driving licenses (hereinafter referred to as the Agreement) in accordance with the principles of the Constitution and Vietnamese laws; improve and enhance coordination mechanisms; monitor and clearly define the responsibilities of relevant ministries and sectors.
- During the implementation of the Agreement, ensure that both parties fulfill their commitments, responsibilities, and obligations, and safeguard the rights and interests of drivers subject to the regulation of the Agreement.
- Assign tasks and responsibilities to relevant agencies and organizations to decide on guiding measures, implementation, and other measures to fully and effectively implement the Agreement.
[2] Requirements
- Align with the perspectives, principles, and policies of the Party and the laws and policies of the State.
- The ministries and sectors assigned to lead or participate in coordination must carry out the tasks outlined in the Plan and organize the implementation according to the schedule to ensure effectiveness.
- Ensure close and coordinated relationships between ministries and sectors, promptly resolve or report to the competent authorities to solve any difficulties or obstacles that arise during the implementation of the Plan.
- Regular, continuous, and timely dissemination, promotion, and guidance on the implementation of the Agreement and related laws must be conducted.

Approval of the amendment to Decree 100 on administrative penalties for violations in the field of road and railway traffic in Vietnam
According to Subsection 1, Section 2 of Decision 163/QD-TTg in 2024, the construction of laws and regulations, organization and assignment of responsibilities in implementing the agreement is as follows:
[1] Amendment of Government Decree 100/2019/ND-CP on administrative penalties for violations in the field of road and railway traffic.
- Implementation period: 2024.
- Responsible agency: Ministry of Public Security in coordination with the Ministry of Transport and relevant ministries and sectors.
[2] Amendment of the following Circulars:
- Circular 29/2015/TT-BGTVT of the Ministry of Transport on the issuance and use of international driving licenses.
- Circular 01/2021/TT-BGTVT of the Ministry of Transport on the amendment and supplementation of certain provisions of Circular 29/2015/TT-BGTVT and Circular 12/2017/TT-BGTVT.
+ Implementation period: 2024.
+ Responsible agency: Ministry of Transport in coordination with relevant ministries and sectors.
Recognition of driving licenses from South Korea, handling violations, and establishing channels for information coordination in implementing the Agreement on Mutual Recognition of International Driving Licenses between Vietnam and South Korea
According to Subsection 22, Section 2 of Decision 163/QD-TTg in 2024, the organization of implementing the Agreement on Mutual Recognition of International Driving Licenses between Vietnam and the Republic of Korea is as follows:
Task 1: Recognition of driving licenses from South Korea, handling violations, and establishing channels for information coordination in implementing the Agreement.
Carry out the recognition of driving licenses from South Korea and handle violations in accordance with the provisions of the Agreement and the national laws of each party. Establish channels for information coordination with competent state agencies in South Korea. Designate and communicate the focal point agency and contact information between Vietnam and South Korea regarding all matters related to the Agreement; ensure technical conditions for connectivity, exchange, and sharing of information between the two parties.
- Propose the responsible agency for implementing the task:
+ Ministry of Transport takes the lead and coordinates with relevant ministries, sectors, and localities to implement the Agreement according to their functions, tasks, and authorities; compile information and provide it to the Ministry of Foreign Affairs as the focal point of communication and related information for the official notification to South Korea.
+ Ministry of Public Security organizes the implementation of the Agreement according to their functions, tasks, and authorities; provides the Ministry of Transport with relevant contact points for inspection, verification, and handling of violations for the implementation of the Agreement. Relevant ministries, sectors, and localities are responsible for coordinating and providing the Ministry of Public Security with contact points related to inspection, verification, and handling of violations according to their functions, tasks, and authorities.
+ Ministry of Foreign Affairs, based on the information provided by the Ministry of Transport, notifies South Korea of the focal point agencies implementing the Agreement on the Vietnamese side; international driving license samples, national driving licenses; and relevant legal documents and regulations.
- Implementation period: Annual, until the termination of the effectiveness of the Agreement.
