Is Self-Study Allowed for Theory Subjects in the Driving License Upgrade to Class D?

At Article 8 of Circular 12/2017/TT-BGTVT, the regulations are as follows:

"1. Persons who wish to obtain a driver's license of categories A1, A2, A3, A4, and automobile category B1 may self-study the theoretical subjects but must register at an authorized training institution for review and examination; specifically for categories A4 and B1, they must be examined and issued a training certificate.

2. Persons who wish to obtain a driver's license of categories B2, C, D, E, and driver's licenses of categories F must undergo concentrated training at an authorized training institution and must be examined and issued a primary certificate or training certificate. Within a period of more than 01 (one) year from the date the training institution completes the examination and recognizes the graduation from the training course, if they have not been examined and issued the primary certificate or training certificate, they must undertake a new training course."

According to this regulation, self-study of theoretical subjects is only applicable in cases of obtaining driver's licenses of categories A1, A2, A3, A4, and automobile category B1.

Thus, in your case of upgrading the driver's license to category D, self-study of theoretical subjects is not allowed.
