Is parking in front of the hospital gate subject to a fine?

Pursuant to the provisions of Clause 2, Article 18 of the 2008 Road Traffic Law:

"Parking is the state of a vehicle standing still without a time limit."

At the same time, according to the provisions at Point h, Clause 4, Article 18, it is also specified:

4. The operator of a vehicle shall not stop or park the vehicle in front of or within 5 meters of either side of the gates of the headquarters of an agency or organization.

Thus, according to this provision, parking in front of a hospital gate is also considered as parking in front of the headquarter gate of an agency or organization. Therefore, the act of the driver being fined for parking in a prohibited area is entirely appropriate.

Specifically, according to the provisions at Point d, Clause 1, Article 5 of Decree 100/2019/ND-CP:

"The act of parking a car at a designated location where parking is allowed shall be fined from VND 200,000 to VND 400,000."
