Is it possible to upgrade a driving license from class C to class FC?

Pursuant to Clause 3 Article 7 of Circular 12/2017/TT-BGTVT and Clause 5 Article 1 of Circular 38/2019/TT-BGTVT:

Learners aiming to upgrade their driver's license category must have sufficient driving time or professional practice and safe driving kilometers as follows:

a) Category B1 automatic transmission to B1: driving time of 01 year or more and 12,000 safe driving kilometers or more;

b) Category B1 to B2: driving time of 01 year or more and 12,000 safe driving kilometers or more;

c) Category B2 to C, C to D, D to E; categories B2, C, D, E to the corresponding F category; categories D, E to FC: professional practice time of 03 years or more and 50,000 safe driving kilometers or more;

...

Thus, according to the regulations, it is possible to upgrade a driver's license from B2, C, D, E to the corresponding F category. Therefore, it is possible to take an exam to upgrade a driver's license from category C to FC.
