Section 2, Article 11 of Circular 58/2020/TT-BCA stipulates the cases for reissuing vehicle license plates as follows:
Subjects eligible for license plate reissuance: License plates that are blurred, broken, damaged, or lost, or vehicle owners wishing to change from 3- or 4-digit plates to 5-digit plates; vehicles engaged in transportation business that have been registered with white background, black letters and numbers plates to be changed to yellow background, black letters and numbers plates.
Therefore, an unsatisfactory license plate cannot be reissued according to the aforementioned provisions.
