Is it possible to exchange an out-of-province driver's license at the post office?

According to the provisions of Article 37 Circular 12/2017/TT-BGTVT regarding the renewal of driver's licenses, the regulations are as follows:

- The renewal of paper driver's licenses to PET material driver's licenses is encouraged to be completed before December 31, 2020.

- Drivers holding a term-limited license must renew their license before the expiration date; those with damaged licenses still within the valid usage period are entitled to renew their licenses.

- Male drivers holding an E-class license who are 55 years old, and female drivers who are 50 years old, may apply to continue driving, and if they meet health requirements as regulated, may be considered for a license renewal for D-class and below.

- In the event that the birth year, surname, given name, or middle name recorded on the driver's license differs from the information on the identity card or citizen identification card, the licensing authority will process the renewal of the driver's license to match the information on the identity card or citizen identification card.

Furthermore, according to the provisions of Article 38 Circular 12/2017/TT-BGTVT, the procedure for renewing driver's licenses issued by the Ministry of Transport is as follows:

Drivers must prepare 01 application dossier and submit it directly or through online declaration to the Directorate for Roads of Vietnam or the Department of Transport. The dossier includes:

- An application form for renewing the driver's license as per the template provided in Appendix 19 issued with this Circular.

- A health certification issued by a competent medical establishment as regulated, except for the following subjects:

+ Holders of A1, A2, A3-class licenses;

+ Individuals seeking to separate term-limited and permanent licenses.

=> According to this regulation, individuals seeking to renew their driver's licenses must prepare an application dossier and submit it directly or through online declaration to the Directorate for Roads of Vietnam or the Department of Transport.
However, the Ministry of Transport has currently approved the proposal from Vietnam Post Corporation to implement a service for receiving and processing license renewal applications and returning results at post office service points. Therefore, you can prepare your application dossier and bring it to the post office for them to receive and process the renewal of your driver's license and return the results to you accordingly.
