Section 1, Article 60 of the 2008 Road Traffic Law stipulates the age of drivers as follows:
- Persons 16 years of age or older are permitted to drive motorbikes with an engine displacement of less than 50 cm3;
- Persons 18 years of age or older are permitted to drive two-wheeled motorcycles, three-wheeled motorcycles with an engine displacement of 50 cm3 or more, and other vehicles of similar structure; trucks and tractors with a payload under 3,500 kg; passenger cars up to 9 seats;

persons from 18 years old are eligible to drive motorbikes with an engine displacement of 50 cm3 or more.
=> Therefore, a 17-year-old is not old enough to drive a 50 cc motorbike.
