Is it Permissible to Register a Motorcycle License Plate at the Place of Study?

Based on the provisions of Clause 5, Article 3 of Circular 58/2020/TT-BCA:

The police departments of districts, district-level towns, and cities under provincial authorities (collectively referred to as district-level police) are responsible for registering and issuing license plates for motorbikes, mopeds, electric bikes, and similar vehicles to agencies, organizations, enterprises, and individuals that are headquartered or reside within their jurisdictions.

Residency according to the Law on Residence 2006 is determined by the place of permanent residence or temporary residence.

However, Clause 1 Article 9 of Circular 58/2020/TT-BCA requires that when registering a vehicle, Vietnamese vehicle owners must present their Identity Card, Citizen Identification Card, or Household Registration Book.

Combining the two provisions above, citizens must register their motorbikes at the district-level police department where their permanent household registration is recorded.

Therefore, if your household registration is in Long An, you must register your vehicle and obtain license plates in Long An and cannot do so in the city where you are studying.
