Is it Mandatory to Turn on Headlights When Driving a Car at Night?

Based on Point g, Clause 3, Article 5 of Decree 100/2019/ND-CP prescribing penalties for drivers of cars and car-like vehicles that violate road traffic rules

- A fine ranging from 800,000 VND to 1,000,000 VND shall be imposed on drivers committing one of the following violations:

+ Failing to use or inadequately using lighting devices during the period from 7:00 PM of the previous day to 5:00 AM of the next day, in foggy conditions, or in bad weather conditions limiting visibility; using high beam lights when avoiding oncoming vehicles.

Thus, during the period from 7:00 PM of the previous day to 5:00 AM of the next day, it is mandatory to turn on the headlights and also in foggy conditions or bad weather conditions that limit visibility. Note that high beam lights should not be used when avoiding oncoming vehicles.
