Is it fine to stop on the expressways without putting up a danger sign in Vietnam? What is fine for stopping on expressways with tractors in Vietnam?
Last week when I was traveling on the Long Thanh-Dau Giay expressway but unfortunately the car broke down and had to stop. When I stop, I turn on the signal to let other cars know. However, the traffic police fined me for not placing a danger sign when stopping on the expressway. So in this case the traffic police fined me right? What is fine for stopping on the expressway with a tractor?

Pursuant to Article 26 of the 2008 Road Traffic Law, which regulates traffic on expressways:
1. Drivers and operators of special-use vehicles traveling on expressways, apart from complying with traffic rules provided in this Law, shall also observe the following provisions:
a/ When entering an expressway, to give signals indicating the intention to do so and give way to vehicles traveling on the expressway, only when making sure that it is safe can they join in the traffic lane on the lane close to the edge of the expressway; if there is an acceleration lane, they shall use it before moving into the expressway lane;
b/ When exiting an expressway, to move gradually to the right lane, if there is a deceleration lane, they shall enter such lane before leaving the expressway;
c/ Do not move on the emergency-stop lane or the verge;
d/ Do not move beyond the maximum speed and below the minimum speed, which are indicated on the road signs or painted road markings.
2. Drivers or operators of special-use vehicles shall keep at a safe distance from one another as indicated on the road signs.
3. To stand or park their vehicles only at the prescribed places; where they are compelled to stand or park their vehicles outside the prescribed places, the drivers shall move their vehicles off the carriageway; if unable to do so, they shall give signals to the drivers of other vehicles.
4. Pedestrians, rudimentary vehicles, motorcycles, mopeds and tractors; and special-use vehicles with a design speed of less than 70 km/h may not enter expressways, except persons, vehicles and equipment used for expressway administration and maintenance.
Thus, according to this regulation in Vietnam, when your vehicle is forced to stop on the highway due to damage, you must signal to other vehicles and drivers. In this case, you will be fined for a traffic violation in accordance with the law.
What is fine for stopping on expressways with tractors in Vietnam?
In Clause 6, Clause 10, Article 7 of Decree 100/2019/ND-CP on penalties imposed upon operators of tractors and heavy-duty vehicles (hereinafter referred to as vehicles) violating traffic rules, specifically as follows:
6. A fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Stopping or parking on freeway in locations against regulations and law; failure to provide signals to inform other drivers in case of compulsory stop or parking on freeway in locations against regulations and law; making a u-turn on freeway;
b) Exceeding the speed limits by more than 20 km/h;
c) Operating a vehicle under the influence of alcohol but BAC does not exceed 50 mg per 100 ml of blood or BrAC does not exceed 0.25 mg per liter of breath.
10. Apart from incurring fines, the violating operator shall also incur the following additional penalties:
a) The violation(s) specified in Points b, c and g Clause 3; Points a, c, d and e Clause 4; Clause 5 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 1 month to 3 months;
b) The violation(s) specified in Points a and b Clause 6; Point a Clause 7 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 2 months to 4 months. Committing violation(s) specified in Point a Clause 1; Points e, g and h Clause 2; Points d, dd, e and i Clause 3; Points b, d and e Clause 4; Points b, d and dd Clause 5 of this Article and causing accidents shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 2 months to 4 months;
c) The violation(s) specified in Clause 8 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 5 months to 7 months;
d) The violation(s) specified in Point c Clause 6 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 10 months to 12 months;
dd) The violation(s) specified in Point b Clause 7 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 16 months to 18 months;
e) The violation(s) specified in Clause 9 of this Article shall lead to suspension of driving license (when operating tractors) and certificates of training in knowledge about the road traffic law (when operating heavy-duty vehicles) from 22 months to 24 months;
According to this Article, if stopping without signs on expressway, they will be fined from 3,000,000 to 5,000,000 VND. In addition, the driver's license may be revoked from 2 to 4 months in Vietnam.
