Is Changing the Background of a Motorcycle License Plate Without Permission Subject to Driver's License Suspension?

According to Clause 1, Article 17 of Decree 100/2019/ND-CP on penalties for operators of motorcycles, mopeds (including electric bicycles), vehicles similar to motorcycles, and vehicles similar to mopeds that violate regulations on vehicle conditions when participating in traffic, including:

A fine ranging from VND 100,000 to VND 200,000 shall be imposed for one of the following violations:

- Operating a vehicle without a horn; license plate light; brake light; left side mirror for the operator or having one that is non-functional;

- Operating a vehicle with an illegible license plate; a license plate with unclear characters or numbers; a bent, obscured, or damaged license plate; painting or attaching additions that alter the characters, numbers, or the background color of the license plate;

Thus, according to the above regulation, the act of altering the background color of the license plate can be fined from VND 100,000 to VND 200,000. Additionally, this act does not carry any additional penalties. Therefore, the driver's license will not be revoked.
