I often travel on the road and see criss-cross grid, but I don't really understand the regulations on criss-cross grid. So is my car allowed to cross the yellow continuous line to enter or exit the criss-cross grid? Is there a penalty for stopping on the criss-cross grid in Vietnam? Thank you for your advice.

Pursuant to Appendix G of Vietnam Regulations 41:2019/BGTVT, national technical regulations on road signs, regulations
Criss-cross grid is used to warn drivers not to stop vehicles within the area of the road surface where the lines are located to avoid traffic jams.
In addition, Appendix G of Vietnam Regulations 41:2019/BGTVT stipulates the use of yellow continuous lines as follows:
Yellow continuous lines are used to divide two directions of traffic for roads with 2 or 3 lanes, without a median strip; Vehicles must not encroach on the lane or overlap the line.
Thus, based on the above regulations in Vietnam, when you want to change lanes into a lane with criss-cross grid, you need to pay attention to the lane line before entering the criss-cross grid. If median strip is a solid line, you must not cross the line to enter or exit the lane with criss-cross grid. If the lane line is a dashed line before reaching the criss-cross grid, you are allowed to cross the lane to enter the criss-cross grid

Is there a penalty for stopping on the criss-cross grid in Vietnam?
Pursuant to Clause 1, Article 5 of Decree 100/2019/ND-CP amended and supplemented by Clause 34, Article 2 of Decree 123/2021/ND-CP regulating penalties imposed upon operators of cars and car-like vehicles violating traffic rules as follows:
1. A fine ranging from VND 200,000 to VND 400,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Failure to comply with road signs and road markings, except for violations specified in Points a, d, g, h, i and k Clause 2; Points a, d, dd, e, k, l, o, r and s Clause 3; Points b, c, d, dd and i Clause 4; Points a, c, d, dd, e, g and i Clause 5; point a, clause 6; point a, point c, point d clause 7; Point a Clause 8 of this Article;
b) Turning without yielding to the pedestrians and wheelchairs of the disabled that cross the street at crosswalks, or without yielding to non-motorized vehicles running in the cycle lane.
c) Turning without yielding to oncoming vehicles, the pedestrians and wheelchairs of the disabled that cross the street at other positions than crosswalks;
d) Stopping or parking without signaling;
dd) Occupying part of the roadway when parking on the street without placing a warning sign as prescribed, except for the violations specified in Point c Clause 6 of this Article and parking at permissible positions;
e) No placement of signs in front of the towing vehicle and behind the towed vehicle; operating a tractor-trailer without signs as prescribed;
g) Honking from 10 pm to 5 am in urban and residential areas, except for emergency vehicles on duty as per the law;
According to this Article, when stopping on the criss-cross grid or crossing the line improperly, the vehicle driver will be fined 300,000 VND to 400,000 VND for not complying with the orders and instructions on the road markings.
