Pursuant to Point a, Clause 1, Article 14 of Decree 168/2024/ND-CP stipulating fines and points deduction from the driver license of motorcyclists, moped riders, and operators of vehicles similar to motorcycles and mopeds that violate traffic participation vehicle condition regulations:

Article 14. Fines and points deduction from the driver license of motorcyclists, moped riders, and operators of similar vehicles violating regulations on vehicle conditions when participating in traffic

  1. A fine of 400,000 VND to 600,000 VND shall be imposed for any of the following violations:

a) Operating a vehicle without a horn; license plate light; brake signals; left rearview mirror, or with an ineffective one;

According to the above regulation, the operator of a motorcycle may be fined between 400,000 VND and 600,000 VND for operating a vehicle without a left rearview mirror or with an ineffective one.

When must a motorcycle operator in Vietnam reduce speed?

Pursuant to Article 12 of the Law on Road Traffic Order and Safety 2024, the rider must observe, reduce speed, or stop to ensure safety in the following cases:

- At places with pedestrian crossings or other signals for pedestrians or where pedestrians or wheelchairs of individuals with disabilities are crossing the road

- When there are hazard warning signs or obstacles on the road

- When changing directions or in areas with limited visibility

- At intersections between roads, roads intersecting with railways; narrow roads, curved roads, winding roads, mountain passes, or slopes

- At narrow bridges, culverts, spillways, underground roads, underpasses, and tunnels

- In areas with schools, hospitals, bus stations, public works with high concentration of people, densely populated areas, markets, construction sites on roads, and accident scenes

- When animals are on or near the road

- When avoiding oncoming vehicles or allowing vehicles behind to pass; when there are road signals or emergency signals from vehicles traveling in the same direction ahead

- At vehicle stopping points or parking points where passengers are embarking or disembarking

- When encountering vehicles transporting oversized, overweight, dangerous goods; pedestrian processions

- When encountering priority vehicles

- Under weather conditions such as rain, wind, fog, smoke, dust, slippery, muddy roads, or issues with fallen debris affecting road traffic safety

- In areas where road traffic control is being organized

How must rearview mirrors be installed to avoid penalties in Vietnam?

Pursuant to Subsection 2.11, Section 2, Part 1 of the national technical regulation QCVN 14:2024/BGTVT, motorcycle rearview mirrors must meet the following conditions:

- For L1 and L2 group vehicles, at least one mirror must be installed on the left side of the driver. For L3, L4, and L5 group vehicles, mirrors must be installed on both the left and right sides of the driver.

- The rearview mirror used must comply with the requirements in the national technical regulation QCVN 28:2024/BGTVT.

- The rearview mirror must be securely mounted. The driver must be able to adjust the field of vision from the driving position.

- The reflective surface of the rearview mirror must be convex and clearly reflect images from at least 50 meters to the right and left or the center of the reflective surface must be at least 280 mm away from the vehicle's longitudinal median plane.

- In the case of a round mirror, the diameter of the reflective surface must not be less than 94 mm and not exceed 150 mm.

- In the case of non-round mirrors, the size of the reflective surface must accommodate an inscribed circle with a diameter of 78 mm and fit within a rectangle measuring 120 mm x 200 mm.
