Based on Clause 3, Article 89 of the Law on Road Traffic Order and Safety 2024 regarding transitional provisions:

- In the case of individuals holding a driver's license issued before this Law takes effect who wish to renew or have their license reissued, proceed as follows:
a) CategoryA1 driver licenses are renewed or reissued as CategoryA licenses with the restriction of only operating two-wheeled motorbikes with engine displacement under 175 cm3 or electric motor power under 14 kW;
b) CategoryA2 driver licenses are renewed or reissued as CategoryA licenses;
c) CategoryA3 driver licenses are renewed or reissued as CategoryB1 licenses;
d) CategoryA4 driver licenses are renewed or reissued as a certificate for operating specialized motor vehicles for those operating tractors with a load capacity up to 1,000 kg and a certificate of legal knowledge for road traffic for operators of specialized motor vehicles;
đ) CategoryB1 automatic driver licenses are renewed or reissued as CategoryB licenses with the restriction of only operating automatic transmission vehicles;

According to the above regulation, a B1 automatic driver's license issued before January 1, 2025, can be renewed or reissued as a CategoryB license with the restriction of only operating automatic transmission vehicles.

From January 1, 2025, what vehicles can a person with a B1 driver's license operate in Vietnam?
Based on Article 57 of the Law on Road Traffic Order and Safety 2024 regarding driver licenses:
Article 57. Driver licenses
- Driver licenses include the following classes:
a) CategoryA1 is issued to drivers operating two-wheeled motorbikes with an engine displacement up to 125 cm3 or electric motor power up to 11 kW;
b) CategoryA is issued to drivers operating two-wheeled motorbikes with an engine displacement over 125 cm3 or electric motor power over 11 kW and types of vehicles specified for CategoryA1 licenses;
c) CategoryB1 is issued to drivers operating three-wheeled motorbikes and types of vehicles specified for CategoryA1 licenses;
d) CategoryB is issued to drivers operating cars carrying up to 8 passengers (excluding the driver’s seat); trucks and specialized vehicles with a total design weight up to 3,500 kg; cars specified for CategoryB licenses towing trailers with a total design weight up to 750 kg;

Thus, from January 1, 2025, a person with a B1 driver's license can operate three-wheeled motorbikes and types of vehicles specified for CategoryA1 licenses.
At what age can one eligible for applying for issuance of a B1 driver license in Vietnam?
Based on Article 59 of the Law on Road Traffic Order and Safety 2024 regarding the age and health of road traffic participants:
Article 59. Age and health of road traffic participants
- The age of drivers and operators of specialized motor vehicles is regulated as follows:
a) Persons aged 16 and older may operate motorbikes;
b) Persons aged 18 and older may be granted CategoryA1, A, B1, B, C1 driver licenses, and a certificate of road traffic legal knowledge to operate specialized motor vehicles on public roads;
c) Persons aged 21 and older may be granted CategoryC, BE driver licenses;
d) Persons aged 24 and older may be granted CategoryD1, D2, C1E, CE driver licenses;
dd) Persons aged 27 and older may be granted CategoryD, D1E, D2E, DE driver licenses;
e) The maximum age for drivers of cars carrying more than 29 passengers (excluding the driver's seat) and sleeper buses is 57 years for men, 55 years for women.

According to the above regulations, individuals aged 18 and older may be granted a B1 driver's license.
Note: The Law on Road Traffic Order and Safety 2024 takes effect in Vietnam from January 1, 2025.
