How to Register Vehicle Ownership Transfer
The registration for vehicle ownership transfer is carried out in accordance with Clause 2, Article 10 of Circular 58/2020/TT-BCA. To be specific:
- Organizations and individuals who sell, transfer, gift, donate, allocate, or inherit vehicles: Declare and submit the vehicle registration certificate and license plates as stipulated in Clause 3, Article 6 of this Circular;
- Officers and soldiers performing the vehicle registration duties carry out the withdrawal of the vehicle registration and the license plates on the vehicle registration system, issue the vehicle registration withdrawal certificate, and issue temporary license plates;
- Organizations and individuals who purchase, receive transferred, gifted, donated, allocated, or inherited vehicles should contact the vehicle registration authority where they reside: Submit documentation as stipulated in Article 7; Clause 2, Clause 3 of Article 8, the vehicle registration withdrawal certificate, and the license plates (this does not apply in cases of immediate transfer in the same province after completing the vehicle ownership transfer procedures) and present the vehicle owner's documents as stipulated in Article 9 of this Circular to carry out the procedures for registration of ownership transfer. The procedure to issue license plates is implemented according to the regulations in point b, point d (for cars transferred within the same province, motorcycles transferred within the same registration point), and points b, c, d, and dd of Clause 1 of this Article (for transfers between different provinces).
