How to convert a driver license to a PET card in 2025 in Vietnam?
Below are the steps to quickly convert a driver license to a PET card in 2025:
Step 1: Access the National Public Service Portal at the following link: https://dichvucong.gov.vn/
Step 2: At the bottom of the homepage, select Vehicles and Drivers
Step 3: Select driver license, then choose Change driver license issued by the Transportation Sector
Step 4: Choose the implementing authority as Province/City, then select the Department as the unit to perform the driver license exchange procedure:
Step 5: Choose Change driver license issued by the transportation sector (Full Public Service) and select Submit Online
Step 6: Log in to the National Public Service Portal
Step 7: Proceed to fill in the information and submit the application as required
What are categories of driver licenses in Vietnam?
Pursuant to Article 57 of the 2024 Road Traffic Order and Safety Law regulating driver licenses:
Article 57. Driver license
- The driver license includes the following categories:
a) Category A1, granted to drivers of two-wheeled motorcycles with a cylinder capacity of up to 125 cm3 or an electric engine power of up to 11 kW;
b) Category A, granted to drivers of two-wheeled motorcycles with a cylinder capacity over 125 cm3 or an electric engine power over 11 kW, and the types of vehicles specified for category A1 driver license;
c) Category B1, granted to drivers of three-wheeled motorcycles and types of vehicles specified for category A1 driver license;
d) Category B, granted to drivers of cars carrying up to 8 passengers (excluding the driver's seat); trucks and specialized cars with a total design weight of up to 3,500 kg; types of cars specified for category B driver license towing trailers with a total design weight of up to 750 kg;

According to the above regulations, the driver license includes the following categories:
- Category A1, granted to drivers of two-wheeled motorcycles with a cylinder capacity of up to 125 cm3 or an electric engine power of up to 11 kW
- Category A, granted to drivers of two-wheeled motorcycles with a cylinder capacity over 125 cm3 or an electric engine power over 11 kW, and types of vehicles specified for category A1 driver license
- Category B1, granted to drivers of three-wheeled motorcycles and types of vehicles specified for category A1 driver license
- Category B, granted to drivers of cars carrying up to 8 passengers (excluding the driver's seat); trucks and specialized cars with a total design weight of up to 3,500 kg; types of cars specified for category B driver license towing trailers with a total design weight of up to 750 kg
- Category C1, granted to drivers of trucks and specialized cars with a total design weight of over 3,500 kg to 7,500 kg; types of trucks specified for category C1 driver license towing trailers with a total design weight of up to 750 kg; types of vehicles specified for category B driver license
- Category C, granted to drivers of trucks and specialized cars with a total design weight of over 7,500 kg; types of trucks specified for category C driver license towing trailers with a total design weight of up to 750 kg; types of vehicles specified for category B and C1 driver licenses
- Category D1, granted to drivers of cars carrying more than 8 passengers (excluding the driver's seat) up to 16 passengers (excluding the driver's seat); types of passenger cars specified for category D1 driver license towing trailers with a total design weight of up to 750 kg; types of vehicles specified for B, C1, C driver licenses
- Category D2, granted to drivers of passenger cars (including buses) with more than 16 passengers (excluding the driver's seat) up to 29 passengers (excluding the driver's seat); types of passenger cars specified for category D2 driver license towing trailers with a total design weight of up to 750 kg; types of vehicles specified for B, C1, C, D1 driver licenses
- Category D, granted to drivers of passenger cars (including buses) with more than 29 passengers (excluding the driver's seat); sleeper buses; types of passenger cars specified for category D driver license towing trailers with a total design weight of up to 750 kg; types of vehicles specified for B, C1, C, D1, D2 driver licenses
- Category BE, granted to drivers of the types of cars specified for category B driver license towing trailers with a total design weight over 750 kg
- Category C1E, granted to drivers of the types of trucks specified for category C1 driver license towing trailers with a total design weight over 750 kg
- Category CE, granted to drivers of the types of trucks specified for category C driver license towing trailers with a total design weight over 750 kg; tractor-trailers towing semi-trailers
- Category D1E, granted to drivers of the types of cars specified for category D1 driver license towing trailers with a total design weight over 750 kg
- Category D2E, granted to drivers of the types of cars specified for category D2 driver license towing trailers with a total design weight over 750 kg
- Category DE, granted to drivers of the types of cars specified for category D driver license towing trailers with a total design weight over 750 kg; passenger cars with attached trailers
