In Clause 1, Article 9, Circular 51/2017/TT-BGTVT stipulates the standards of senior ship inspectors as follows:
In addition to meeting the standard requirements of ship inspectors specified in Clause 1, Article 8 of this Circular, senior ship inspectors must meet the following requirements:
a) Complete the professional training program for high-level ship inspectors on the professional registration of vehicles and industrial products, and the professional assessment of management systems organized or organized by the Vietnam Register. Foreign registers have signed an agreement with the Vietnam Register to organize;
b) Have an English certificate: TOEIC score of 600 points or more, or BELTS score of 5.5 or more, or TOEFL CBT score of 173 points or more, or TOEFL PBT score of 500 points or more, or TOEFL iBT score of 61 points or higher, or have a bachelor's degree in English, or graduate from a university or higher at schools teaching in English;
c) Satisfy the requirements in the inspector assessment period before recognizing senior ship inspectors and the annual assessment;
d) Have a total period of holding the rank of ship inspector for 5 (five) years.
Thus, according to the above regulations in Vietnam, one of the standards for a high-level ship inspector is to have a TOEIC certificate of 600 points or more. If you have a TOEIC score of 550 points, you are not qualified to become a high-level ship inspector.

What are duties of high-level ship inspectors in Vietnam?
According to Clause 2, Article 9, Circular 51/2017/TT-BGTVT stipulates the duties of senior ship inspectors as follows:
In addition to tasks such as for ship inspectors performing inspection work, ship inspectors performing design appraisal work, ship inspectors performing assessment work, ship inspectors at senior levels also perform the following tasks:
a) Advise unit leaders on professional and technical issues when required;
b) Preside over the implementation of scientific research projects, develop legal documents, standards, technical regulations, and professional registration guidelines;
c) Participate in developing strategies, planning, long-term, five-year and annual plans on the registration of vehicles and industrial products;
d) Participate in training, professional guidance, and assessment of senior inspectors as assigned by unit leaders.
Therefore, becoming a high-level ship inspector has the tasks mentioned above in Vietnam.
What content does training for ship inspection include in Vietnam?
Pursuant to Article 12 of Circular 51/2017/TT-BGTVT regulating professional training for ship inspectors as follows:
1. Vietnam Register promulgates a professional training program for ship inspectors and organizes professional training for ship inspectors.
2. The training program for ship inspectors includes the following main contents:
a) Regulations of Vietnamese law and international treaties related to registration work;
b) Functions, tasks, powers, organizational structure and operations of the Vietnam Register;
c) Functions and activities of the International Maritime Organization (IMO), International Association of Ship Classification Organizations (IACS), Association of Asian Ship Classification Organizations (ACS), maritime authorities maritime and maritime industry organizations;
d) Inspection procedures and professional instructions related to assigned tasks;
d) Quality management system according to ISO standards, basic knowledge about the operation and exploitation of ships and marine structures.
