I already have a B2 class license and am now preparing to upgrade to class C to drive more trucks over 3,500kg. I wonder how much the exam fee is? Thank you.

According to Clause 8, Article 16 of Circular 12/2017/TT-BGTVT, class C is issued to drivers to drive the following types of vehicles:
8. C class licenses issued to drivers controlling following types of cars:
a) Trucks, including special trucks with design loading capacity from 3.500 kg and over;
b) Tractors hauling a trailer with design loading capacity from 3,500 kg and over;
c) Cars intended for B1 and B2 classes.
And the conditions for learner drivers to upgrade their driver's license must have enough driving or practice time and safe driving kilometers as follows:
- Rank B2 to C, C to D, D to E; Grades B2, C, D, E are upgraded to Grade F respectively; Classes D, E to FC: practice period of 3 years or more and 50,000 km of safe driving or more;
- In case a learner upgrades his/her administrative violation in the field of road traffic with the form of revocation of the right to use a driver's license, the safe driving time is calculated from the date of completion of the violation sanctioning decisions.
* Regarding class C driver's license testing fees
Based on the Examination Fee Schedule; driver's license fees; Fees for registration and issuance of plates for specialized motorbikes issued together with Circular 188/2016/TT-BTC are stipulated as follows:

Clause 1, Article 9, Circular 12/2017/TT-BGTVT on training, testing, and issuance of road motor vehicle driving licenses stipulates as follows:
1. Learners that apply for the first license shall submit 01 application directly at the training institution, which consists of:
a) Application for learning, test and issuance of driving license according to form prescribed in Appendix 7 enclosed herewith;
b) The copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens; copy of unexpired passport for overseas Vietnamese;
c) The copy of passport valid for more than 06 months and temporary residence card/permanent residence card/diplomatic identity card/official identity card for foreigners;
d) Health certificates issued by competent medical facilities as prescribed.
Thus, in the application for training, testing, and issuance of a driver's license, test takers need to submit a health examination certificate in Vietnam.
And in Appendix 02 issued with Joint Circular 24/2015/TTLT-BYT-BGTVT regulating the form of driver's health certificate, including:

Based on the above regulations in Vietnam, the health certificate will include a drug test. However, if you no longer use drugs, it will not affect your class C driver's license exam.

According to Circular 12/2017/TT-BGTVT, class C driving licenses are issued to drivers to operate the following types of vehicles:
8. C class licenses issued to drivers controlling following types of cars:
a) Trucks, including special trucks with design loading capacity from 3.500 kg and over;
b) Tractors hauling a trailer with design loading capacity from 3,500 kg and over;
c) Cars intended for B1 and B2 classes.
In the 2008 Road Traffic Law: People 21 years of age or older are allowed to drive trucks and tractors with a tonnage of 3,500 kg or more; Driving a class B2 vehicle pulling a trailer (FB2).
Thus, people who are 21 years old or older will be able to take the Class C driver's license test. According to your description, this year you were born in 2000, this year you are only 19 years old so you are not eligible to take the test in Vietnam.
