Transition Terms

1. For vehicles that have registered a 5-digit plate before the effective date of this Circular but have not yet carried out the procedures for revocation, such license plate number shall be determined as the identification license plate of the vehicle owner.

2. For vehicles with a 5-digit plate registered, if the vehicle owner has carried out the procedures for revocation before the effective date of this Circular, such license plate number will be transferred to the storage for license plate issuance as prescribed.

dd) The license plate of the car with a yellow background, black letters and numbers, and one of the following 20 letters: A, B, C, D, E , F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, is issued to a vehicle operating in the transport business by car;

e) License plates of cars and motorcycles with yellow background, red letters and numbers, with the registered local sign and two initials of the economic zone according to the Government's regulations;

g) Some cases have their own serial number, including:

License plate with the symbol "CD" is issued to special-use cars, including special-use motorbikes of the People's Public Security force used for security purposes;

License plate with the symbol "KT" is issued to vehicles of military enterprises, at the request of the Department of Motor Vehicles;

License plate with the symbol "RM" is issued to trailers and semi-trailers;

License plate with the symbol “MK” is issued to the tractor;

License plate with the symbol "TD" is issued to vehicles manufactured and assembled domestically, approved by the Prime Minister...

6. Color, license plate series of foreign agencies, organizations and individuals

a) License plate with white background, red letters, black number, with a series of red symbols "NG" is issued to vehicles of diplomatic missions, consular offices and foreign employees carrying foreign identity cards assigned by that agency. For the license plates of the Ambassador and the Consul General, the registration order is number 01 and a red brick added across the groups of numbers indicating nationality and registration order (plate number 01 is re-issued when registering for a new license plate);

b) License plate with white background, red letters, black number, with a series of red symbols "QT" is issued to vehicles of representative offices of international organizations and foreign employees carrying diplomatic identity cards of that organization. Particularly for the license plate of the head of the representative agency of the United Nations organizations, there is a red dash across the middle of the digits indicating nationality and registration order;

c) A white background license plate, black letters and numbers, with a series of symbols "CV" is issued to vehicles of administrative and technical staff carrying official identity cards of diplomatic missions, consular agencies; international organizations;

d) License plate with white background, black letters and numbers, with the symbol "NN" is issued to vehicles of foreign organizations, representative offices and individuals, except for the subjects specified at Points a, b, c of this clause.

Thus, the identification number plate has only a series of letters. The vehicle registration order will still include 05 numbers from 000.01 to 999.99.

In addition, according to Circular 24/2023/TT-BCA, on the motorcycle license plate issued to domestic agencies, organizations and individuals with white background, black letters and numbers will combine 20 letters A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z and one of the 20 letters A, B, C , D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

Therefore, from August 15, 2023, two-letter identification plates will be applied.

Vehicle registration processing deadline

1. Issuance of vehicle registration certificates: No more than 02 working days from the date of receipt of complete and valid dossiers, except in case of re-grant of vehicle registration certificates, verification must be carried out as prescribed in Clause 2 of this Article.

2. The time limit for verifying the loss of the vehicle registration certificate when processing the procedures for re-issuance of the vehicle registration certificate is 30 days; the time limit for verification shall not be included in the time limit for re-issuance of the vehicle registration certificate as prescribed in Clause 1 of this Article.

3. Issuance of identification license plates for the first time: Issued immediately after receiving valid vehicle registration documents.

4. Issuance of license plate change, license plate re-issue, license plate of winning car at auction, re-issue of identification license plate: No more than 07 working days from the date of receipt of complete and valid dossier.
