How are traffic accidents classified?
Based on Article 5 of Circular 26/2024/TT-BCA stipulating the classification of traffic accidents as follows:
Article 5. Classification of traffic accidents
According to the extent of damage to people and property, traffic accidents include those causing particularly serious consequences, very serious consequences, serious consequences, less serious consequences, and traffic collisions.
- Traffic accidents causing particularly serious consequences fall into one of the following cases:
a) Causing the death of 03 or more people;
b) Causing injuries or harm to the health of 03 or more people with a total body injury rate of 201% or more;
c) Causing property damage of 1,500,000,000 VND or more.
- Traffic accidents causing very serious consequences fall into one of the following cases:
a) Causing the death of 02 people;
b) Causing injuries or harm to the health of 02 or more people with a total body injury rate from 122% to 200%;
c) Causing property damage from 500,000,000 VND to less than 1,500,000,000 VND.

Thus, based on the extent of damage to people and property, traffic accidents are classified into 05 types. Specifically: as follows:

- Causing the death of 03 or more people
- Causing injuries or harm to the health of 03 or more people with a total body injury rate of 201% or more
- Causing property damage of 1,500,000,000 VND or more
[2] Traffic accidents causing very serious consequences
- Causing the death of 02 people
- Causing injuries or harm to the health of 02 or more people with a total body injury rate from 122% to 200%
- Causing property damage from 500,000,000 VND to less than 1,500,000,000 VND
[3] Traffic accidents causing serious consequences
- Causing the death of 01 person
- Causing injuries or harm to the health of 01 person with a body injury rate of 61% or more
- Causing injuries or harm to the health of 02 or more people with a total body injury rate from 61% to 121%
- Causing property damage from 100,000,000 VND to less than 500,000,000 VND

- Causing injuries or harm to the health of one person with an injury rate from 11% to less than 61%
- Causing injuries or harm to the health of 02 or more people with a total injury rate from 11% to less than 61%
- Causing property damage from 10,000,000 VND to less than 100,000,000 VND

What activities are included in the construction of the Traffic Accident Database?
Based on Clause 3, Article 28 of Circular 26/2024/TT-BCA stipulating the activities included in the construction of the Traffic Accident Database as follows:
- Equipping necessary equipment.
- Upgrading network infrastructure.
- Organizing the Database; developing the Database software on traffic accidents.
- Storing, backing up, synchronizing the system, recovering data; ensuring security, safety, and information integrity in the Database.
- Training and fostering staff to manage and operate the Database.
- Operating, adjusting, maintaining, and servicing the Database.
- Other activities as prescribed by law.
What are the principles for statistics, synthesis, and construction of the Traffic Accident Database?
Based on Article 4 of Circular 26/2024/TT-BCA stipulating the principles for statistics, synthesis, and construction of the Traffic Accident Database as follows:
- Ensuring objectivity, honesty, accuracy, completeness, and promptness according to the progress of investigation, verification, resolution of traffic accident cases, and other professional requirements.
- Unified statistical criteria, statistical forms; with analysis and comparison.
- No duplication or overlap of statistical information; all mandatory information fields must be fully statistics according to the traffic accident report form prescribed in Clause 1, Article 27 of Circular 26/2024/TT-BCA.
- One or multiple successive collisions between traffic participants at a specific location are considered a traffic accident. A traffic accident can happen to one or multiple traffic participants.
- Statistics on the number of deaths in traffic accidents include those who died and those who were injured by traffic accidents resulting in death within 07 days from the date of the accident; if a person injured due to a traffic accident dies outside the 07-day period from the date of the accident with the conclusion of a public forensic organization, they are additionally statistics.
- Statistics on the number of injured in traffic accidents include those who had to be treated with medical records from medical examination and treatment establishments.
- If previously reported traffic accident data has errors or additional cases, deaths, or injuries arise outside the reporting period, it must be additionally stats and clearly explained for adjustments and additions. Provincial police compile and report to the Ministry of Public Security (through the Traffic Police Department).
- It must not infringe on national interests, and legal rights and interests of agencies, organizations, individuals.
