Based on Point b Clause 7 Article 6 of Decree 100/2019/ND-CP, it is stipulated:
A fine ranging from VND 4,000,000 to VND 5,000,000 shall be imposed on the driver of a vehicle committing one of the following violations:

b) Not paying attention while driving, exceeding the speed limit causing a traffic accident; entering a highway, stopping, parking, making a U-turn, reversing, avoiding another vehicle, overtaking, changing direction or changing lanes improperly causing a traffic accident;
Thus, in the case of overtaking improperly causing a traffic accident, a fine of VND 4,000,000 to VND 5,000,000 will be imposed. At the same time, the driver's license will be revoked from 02 to 04 months (Point b Clause 10 of this Article).
