Has the 2024 Road Law taken effect from January 1, 2025?
On June 27, 2024, the National Assembly officially passed the 2024 Road Law. The 2024 Road Law regulates road activities and state management of road activities. Notably, the 2024 Road Law provides:
- For expressway projects that received investment policy decisions before the effective date of this Law but do not fully meet the requirements of the 2024 Road Law, investment can continue according to the investment policy decision approved by the competent authority.
- For expressways put into operation before the effective date of the 2024 Road Law that do not meet the regulations in Clause 1, Article 45 of the 2024 Road Law, Clause 2, Article 47 of the 2024 Road Law, and the expressway routes specified in Clause 1, Article of the 2024 Road Law, the investment and construction plan to meet the requirements of the 2024 Road Law will be implemented according to the Government of Vietnam's regulations.
The 2024 Road Law takes effect from January 1, 2025.

On what principles are road activities carried out?
According to Article 3 of the 2024 Road Law, the principles for road activities are stipulated as follows:
- Ensure smooth, safe, synchronously connected, efficient, and environmentally friendly traffic, serving the needs of freight transport and the convenient travel of people, contributing to socio-economic development, ensuring national defense, security, environmental protection, disaster prevention, and international integration.
- Develop roads according to planning; effectively use resources; connect road transport modes with other transport modes; enhance the application of advanced science and technology, ensuring civilization, modernity, and synchronization.
- Implement uniformly based on the assignment, decentralization of responsibilities, specific authority, and close coordination between Ministries, sectors, and local government levels.
- All violations of road activity laws must be promptly detected, prevented, and strictly and lawfully handled.
What are the development policies for road activities stipulated as?
According to Article 4 of the 2024 Road Law, the development policies for road activities are stipulated as follows:
(1) Policies for developing road infrastructure include:
- Concentrate resources on developing modern road infrastructure, adaptable to climate change, environmentally friendly; synchronously connect road routes, road transport modes with other transport modes;
- Develop a mechanism to promote the mobilization of social resources, diversify forms, investment methods, construction, management, operation, exploitation, maintenance of road infrastructure;
- Prioritize developing expressways, key road works, projects connecting regions, areas, large urban areas, domestic and international centers; road infrastructure in areas of ethnic minorities, mountainous regions, islands, borders; road infrastructure that is accessible and safe for vulnerable groups; road infrastructure in urban areas to reduce traffic congestion; border patrol roads, coastal roads to serve the combined goal of socio-economic development with ensuring national defense and security.
(2) Develop reasonable types of transport business; create a healthy competitive environment among types of road transport businesses by car; develop smart traffic; prioritize developing public passenger transport by bus and other transport means.
(3) Encourage and create conditions for Vietnamese and foreign organizations and individuals to invest, operate in exploiting road infrastructure and road transport activities; research, apply advanced science and technology, sustainable materials, environmentally friendly materials, and train human resources in the road field.
