On February 28, 2025, the Ministry of Public Security issued Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses.
Pursuant to Article 14 of Circular 12/2025/TT-BCA regulating the recognition of testing results:
Article 12. Recognition of testing results
- Considering recognition of testing results for candidates taking the driving test for categories A1, A, and B1
a) Candidates passing the theoretical and practical driving tests in the yard will be recognized as having passed the testing round;
b) Candidates who do not pass the theoretical test are allowed to continue attending the practical driving test in the yard;
c) Candidates who pass either the theoretical or practical driving test in the yard may retain their achieved test results for up to one year from the date of passing the test. If they wish to retake the test, they must be listed in the previous missed or failed test record from the Examination Council and have a valid health certificate or be listed in the driver's test information system.
- Considering recognition of testing results for candidates taking the driving test for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE
a) Candidates passing the theoretical test, simulation of traffic situations, practical driving test in the yard, and practical driving test on the road will be recognized as having passed the testing round;
b) Candidates passing any of the theoretical test, simulation of traffic situations, practical driving test in the yard, or practical driving test on the road will retain those test results for up to one year from the date of passing the test; to retake the test, a valid driver's health certificate is required, and they must be listed in the previous missed or failed test record or in the driver's test information system;
c) Candidates not passing one of the tests as stipulated in point a of this clause are allowed to continue with the remaining parts.

According to the above regulation, candidates taking the driving test for categories A1, A, and B1 who do not pass the theoretical test are allowed to continue with the practical driving test in the yard. If they pass either the theoretical or practical driving test in the yard, they may retain their achieved test results for up to one year from the date of passing the test.
For candidates taking the driving test for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE, those passing any of the theoretical test, simulation traffic situations test, practical driving test in the yard, or practical driving test on the road will have that test result recognized and retained for up to one year from the date of passing the test.
Thus, candidates failing the theoretical part of the driving license test are still allowed to take the remaining sections. The successful components will be retained.

Which types of driving licenses do not expire in Vietnam?
Pursuant to Clause 5, Article 57 of the Law on Road Traffic Order and Safety 2024 regulating driving licenses:
Article 57. driving licenses

- The duration of driving licenses is stipulated as follows:
a) driving licenses for categories A1, A, and B1 do not expire;
b) driving licenses for category B and category C1 are valid for 10 years from the date of issuance;
c) driving licenses for categories C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE are valid for 5 years from the date of issuance.

According to the above regulation, the driving licenses that do not expire include:
- Category A1 issued for drivers of two-wheeled motorcycles with an engine capacity up to 125 cm3 or an electric motor power up to 11 kW
- Category A issued for drivers of two-wheeled motorcycles with an engine capacity above 125 cm3 or an electric motor power above 11 kW and other vehicles as prescribed for an A1 category driving license
- Category B1 issued for drivers of three-wheeled motorcycles and other vehicles as prescribed for an A1 category driving license
What does the theoretical driving test include?
Pursuant to Article 4 of Circular 12/2025/TT-BCA regulating the form, content, and driving test process:
Article 4. Form, content, and driving test process
- Theoretical test
a) Theoretical test: includes questions related to the legal regulations on road traffic order and safety; driving techniques; content relating to common structure and repair (for category B1 and above); driver's ethics, traffic culture, and prevention of the harmful effects of alcohol when participating in traffic; fire prevention, firefighting, and rescue skills (for category B and above).
Candidates taking the category A1, A driving test who have a valid car driving license are exempt from the theoretical test;
b) Theoretical test performed on a computer, except as provided in Clause 2, Article 5 of this Circular.

According to the above regulation, the theoretical driving test includes questions related to:
- Legal regulations on road traffic order and safety
- Driving techniques
- Content related to common structure and repair (for category B1 and above)
- Driver's ethics, traffic culture, and prevention of the harmful effects of alcohol when participating in traffic
- Fire prevention, firefighting, and rescue skills (for category B and above).
