From January 1, 2025, what vehicle is considered priority vehicle in Vietnam? What are regulations on priority order?
Based on Article 27 of the Law on Road Traffic Order and Safety 2024, priority vehicles are defined as follows:
Article 27. Priority vehicles
1. Priority vehicle include fire trucks of the Police for Fire Prevention, Fighting, and Rescue, and fire trucks of other forces mobilized to perform firefighting tasks; vehicles of the military, police, and inspection forces on emergency duty; motorcades with police escort vehicles; ambulances on emergency missions; flood control vehicles on duty; vehicles on rescue, relief operations, disaster recovery, disease control, or emergency tasks as required by law; funeral processions.
2. Priority vehicle have the right of way over other vehicles at intersections from any direction in the following order of priority from top to bottom:
a) Fire trucks of the Police for Fire Prevention, Fighting, and Rescue, and fire trucks of other forces mobilized to perform firefighting tasks;
b) Vehicles of the military, police, and inspection forces on emergency duty; motorcades with police escort vehicles;
c) Ambulances on emergency missions;
d) Flood control vehicles on duty; vehicles on rescue, relief operations, disaster recovery, disease control, or emergency tasks as required by law;
dd/ Funeral processions.

According to the above regulation, Priority vehicle include the following types:
- Fire trucks of the Police for Fire Prevention, Fighting, and Rescue, and fire trucks of other forces mobilized to perform firefighting tasks
- Vehicles of the military, police, and inspection forces on emergency duty
- Motorcades with police escort vehicles
- Ambulances on emergency missions
- Flood control vehicles on duty
- Vehicles on rescue, relief operations, disaster recovery, disease control, or emergency tasks as required by law
- Funeral processions
The priority order is regulated as follows:
- Fire trucks of the Police for Fire Prevention, Fighting, and Rescue, and fire trucks of other forces mobilized to perform firefighting tasks
- Vehicles of the military, police, and inspection forces on emergency duty; motorcades with police escort vehicles
- Ambulances on emergency missions
- Flood control vehicles on duty; vehicles on rescue, relief operations, disaster recovery, disease control, or emergency tasks as required by law
- Funeral processions

Are priority vehicles allowed to use horns in residential areas at night?
Based on Article 21 of the Law on Road Traffic Order and Safety 2024 regulating the use of horns:
Article 21. Use of Horn Signals
1. Horn signals of road traffic vehicles can only be used in the following cases:
a) To signal to road traffic participants when a situation arises that may compromise traffic safety;
b) To signal a vehicle overtaking.
2. Do not use horns continuously; do not use non-conforming loud horns; do not use horns from 10 PM the previous day to 5 AM the next day in densely populated areas, health care facilities, except for Priority vehicle.
According to the above regulation, Priority vehicle on duty are allowed to use horns at night (from 10 PM the previous day to 5 AM the next day) in densely populated areas, health care facilities.
Do priority vehicles passing a road traffic accident scene have the responsibility to transport the injured for emergency medical treatment in Vietnam?
Based on Article 80 of the Law on Road Traffic Order and Safety 2024, the responsibility is detailed as follows:
Article 80. Responsibilities of vehicle operators causing traffic accidents, relevant individuals, and individuals present at the scene of the accident

- Drivers of other road traffic vehicles passing a road traffic accident scene are responsible for transporting the injured for emergency treatment. Priority vehicles and passenger vehicles benefiting from privileges or diplomatic immunities are not required to comply with this Clause.
According to the above regulation, Priority vehicle and vehicles carrying individuals with diplomatic privileges and immunities are not obliged to transport the injured for emergency medical treatment when passing a road traffic accident scene.
Note: The Law on Road Traffic Order and Safety 2024 takes effect in Vietnam from January 1, 2025.
