Based on Clause 2, Article 5 of Circular 69/2024/TT-BCA on the duties, powers of traffic command and control police, and responsibilities of other forces assigned to direct traffic on roads:

- Powers of traffic command and control police
a) Temporarily suspend persons and vehicles on certain road segments, rearrange lanes, designations, temporary stops, or parking spots in case of traffic congestion or other necessary security and order requirements;
b) Within the assigned command and control duties or in accordance with plans or orders of the competent authority, stop vehicles to inspect and control individuals and vehicles violating traffic order and safety laws;
c) Sanction administrative violations in the fields of road traffic, security, order, and other state management areas as prescribed by law; implement preventive measures and ensure the handling of administrative violations according to the law;

According to the above provisions, the traffic command and control police have the following powers:
- Temporarily suspend persons and vehicles on certain road segments, rearrange lanes, routes, temporary stops, or parking spots in case of traffic congestion or other necessary security and order requirements.
- Within the assigned command and control duties or in accordance with plans or orders of the competent authority, stop vehicles to inspect and control individuals and vehicles violating traffic order and safety laws.
- Sanction administrative violations in the fields of road traffic, security, order, and other state management areas as prescribed by law; implement preventive measures and ensure the handling of administrative violations according to the law.
- Request agencies, units, organizations, and individuals to cooperate and support in resolving accidents, congestion, traffic obstructions, or other cases causing traffic order and safety issues.
- Use weapons, support tools, and professional technical devices as prescribed by law.
- Exercise other powers as prescribed by law.

What are principles of the police commanding and controlling traffic in Vietnam?
Based on Article 3 of Circular 69/2024/TT-BCA, the principles for commanding and controlling road traffic are as follows:
- Comply with regulations on implementing democracy in ensuring traffic order and safety.
- Ensure orderly, safe, and smooth travel for people and vehicles. In case of priority vehicles, allow them to proceed first according to the priority order to open the way for traffic. The side of the road with more vehicles shall proceed first and for a longer time; the side with fewer vehicles shall proceed later and for a shorter time; the side with motorized vehicles shall proceed before the one with non-motorized vehicles.
- Ensure uniformity in organizing, directing, operating, assigning, and coordinating activities in commanding and controlling road traffic.- When encountering a vehicle convoy carrying senior leaders of the Communist Party, State, and foreign guests with traffic police escort, the command and control police must salute according to the People's Police Code, except when performing road traffic control gestures.

Operators of vehicles participating in road traffic include drivers of motor vehicles (hereinafter referred to as drivers), drivers of non-motorized vehicles, and operators of specialized machinery.
Road traffic controllers (hereinafter referred to as traffic controllers) include traffic police and those assigned to direct traffic on roads.
Road traffic congestion (hereinafter referred to as traffic congestion) is a situation where individuals and vehicles participating in road traffic are crowded, moving very slowly, or unable to move.
Therefore, road traffic controllers include traffic police and those assigned to direct traffic on roads.
