From January 1, 2025, which license plates will be auctioned?
Pursuant to Article 37 of the Law on Road Traffic Order and Safety 2024 which stipulates the auction of license plates:
Article 37. Auction of License Plates
- License plates to be auctioned include license plates for cars, motorcycles, and mopeds as specified in points c and d, clause 2 of Article 36 of this Law, and will be publicly available for organizations and individuals to choose to register for the auction. License plates not chosen for auction registration by organizations or individuals will be transferred into the vehicle registration and management system for registration in accordance with the law.
- The starting price for a car license plate auction shall not be lower than 40 million VND; the starting price for a motorcycle or moped license plate auction shall not be lower than 5 million VND.
- The deposit must not be lower than the starting price of the type of license plate to be auctioned.
- If, upon the expiration of the registration period for the auction, there is only one bidder or multiple registrants but only one bidder or multiple bidders but only one offers at least the starting price of a license plate, that person is determined to be the winning bidder.

According to the above regulation, the license plates to be auctioned are as follows:
- License plates with a yellow background, black letters, and numbers issued for vehicles operating in transport business.
- License plates with a white background, black letters, and numbers issued for vehicles of domestic organizations and individuals, not applicable to:
+ Communist Party organs, State agencies, socio-political organizations, public service providers.
+ Military vehicles.
+ Vehicles operating in transport business.
Note: These license plates are publicized for organizations and individuals to choose to register for the auction.
License plates not chosen for auction registration by organizations or individuals will be transferred into the vehicle registration and management system for registration in accordance with the law.

Can the winning license plate bidder transfer the license plate?
Pursuant to clause 1 of Article 38 of the Law on Road Traffic Order and Safety 2024 which stipulates the rights and obligations of the winning license plate bidder:
Article 38. Rights and Obligations of the Winning License Plate Bidder
- The winning license plate bidder has the following rights:
a) To be issued a decision confirming the winning license plate after fully paying the winning bid amount;
b) To register the winning license plate on a vehicle owned by themselves at the police agency managing the winning license plate or at their place of residence or temporary residence, or the headquarters of the winning organization;
c) To transfer, exchange, gift, or inherit a vehicle with the winning license plate;
d) Within 30 days from the date of notice of winning the auction, if the decision confirming the winning license plate has not been issued and the winning bidder dies, the auction result will be canceled, and the heir as per inheritance law will receive the full bid amount paid by the winning bidder;
e) Within 12 months from the date of the decision confirming the winning license plate, if the winning bidder dies but has not completed the registration procedures to attach the winning license plate to a vehicle, the auction result will be canceled, and the heir as per inheritance law will receive the full bid amount paid by the winning bidder.

According to the above regulation, the winning license plate bidder is only allowed to transfer the vehicle with the winning license plate but not the license plate itself.
How are license plates classified?
Pursuant to clause 2 of Article 36 of the Law on Road Traffic Order and Safety 2024 which stipulates the classification of license plates as follows:
- License plates with a blue background, white letters, and numbers issued for vehicles of Communist Party organs, State agencies, socio-political organizations, public service providers.
- License plates with a red background, white letters, and numbers issued for military vehicles.
- License plates with a yellow background, black letters, and numbers issued for vehicles operating in transport business.
- License plates with a white background, black letters, and numbers issued for vehicles of domestic organizations and individuals, not applicable to above mentioned categories.
- License plates with a white background, red letters, black numbers, bearing the sign "NG" issued for vehicles of diplomatic missions, consular offices, and foreign staff with diplomatic identification cards of those agencies.
- License plates with a white background, red letters, black numbers, bearing the sign "QT" issued for vehicles of international organizations and foreign staff with diplomatic identification cards of those organizations.
- License plates with a white background, black letters, and numbers bearing the sign "CV" issued for vehicles of administrative staff with civil service identity cards of diplomatic missions, consular offices, international organizations.
- License plates with a white background, black letters, and numbers bearing the sign "NN" issued for vehicles of organizations, representative offices, and foreign individuals, excluding administrative staff with civil service identity cards of diplomatic missions, consular offices, international organizations.
- Other types of license plates as prescribed by the Minister of Public Security.
Note: The Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2025.
