According to Article 57 of the Law on Road Traffic Order and Safety 2024 regarding driver's licenses, the following provisions are applied:
Driver's License
- A driver's license includes the following categories:
...
i) Category D is issued for drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat); sleeper passenger cars; types of passenger cars defined for a category D driver's license with a trailer having a design load of up to 750 kg; types of vehicles specified for categories B, C1, C, D1, D2 driver's licenses;
k) Category BE is issued for drivers of vehicles specified for category B driver's licenses with a trailer having a design load of more than 750 kg;
l) Category C1E is issued for drivers of vehicles specified for category C1 driver's licenses with a trailer having a design load of more than 750 kg;
...
- The validity period of a driver's license is as follows:
a) Categories A1, A, B1 driver's licenses are indefinite;
b) Categories B and C1 driver's licenses are valid for 10 years from the date of issuance;
c) Categories C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE driver's licenses are valid for 5 years from the date of issuance.

According to the above provisions, a category BE driver's license is valid for 5 years from the date of issuance and allows driving vehicles specified for category B driver's licenses with a trailer having a design load of more than 750 kg.

How many points does a BE driver's license have?
According to Article 58 of the Law on Road Traffic Order and Safety 2024, the points for a driver's license are regulated as follows:
Driver's License Points
The points of a driver's license are used to manage compliance with road traffic laws by drivers based on the road traffic order and safety database system, including 12 points. The deducted points for each violation depend on the nature and severity of the infringement of road traffic laws. Data on the deducted points for a driver's license of the violator will be updated in the database system right after the penalty decision becomes effective and notified to the person who had points deducted from their driver's license.
A driver's license that has not been fully deducted and has not had any points deducted within 12 months from the most recent deduction date will be restored to 12 points.
In the case where a driver's license is fully deducted, the license holder is not allowed to operate vehicles engaging in road traffic according to that driver's license. After at least 6 months from the date of full point deduction, the license holder can participate in the legal knowledge test on road traffic order and safety as stipulated in clause 7, Article 61 of this Law, administered by the Traffic Police force. If the test result meets the requirements, the license holder will have their 12 points restored.
A driver's license that is replaced, reissued, or upgraded will retain the points of the previous license before replacement, reissue, or upgrade.
Authorized individuals for administrative violation penalties have the authority to deduct points from the driver's license.
The Government of Vietnam provides specific regulations for clause 1 of this Article; prescribes the processes, procedures, and authority to deduct points and restore points for driver's licenses; and sets the implementation schedule for this Article. The Minister of Public Security stipulates details for clause 3 of this Article.
Thus, a category BE driver's license has 12 points used to manage compliance with road traffic laws by the driver based on the road traffic order and safety database system.
At what age can a category BE driver's license be issued?
According to Article 59 of the Law on Road Traffic Order and Safety 2024, the age and health requirements for individuals operating road traffic vehicles are as follows:

- The age of drivers and operators of specialized motorcycles is specified as follows:
a) Individuals aged 16 or older are eligible to operate motorbikes;
b) Individuals aged 18 or older are eligible for category A1, A, B1, B, C1 driver's licenses and are issued road traffic law training certificates to operate specialized motorcycles participating in road traffic;
c) Individuals aged 21 or older are eligible for category C, BE driver's licenses;
d) Individuals aged 24 or older are eligible for category D1, D2, C1E, CE driver's licenses;
e) Individuals aged 27 or older are eligible for category D, D1E, D2E, DE driver's licenses;
f) The maximum age for drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat), sleeper passenger cars is 57 years for males and 55 years for females.

Thus, individuals aged 21 or older are eligible to be issued a category BE driver's license.
