From January 1, 2025, under what circumstances is it permissible to transport people in the cargo bed of a truck?
Based on Article 28 of the 2024 Law on Road Traffic Order and Safety, which stipulates the cases of transporting people on cargo trucks:
Cases of transporting people on cargo trucks
1. Transporting people in the cargo bed of a truck is only permissible in the following circumstances:
a) Transporting people on missions of rescue, disaster prevention, disease control or other emergencies; transporting injured persons for emergency medical treatment; evacuating people from dangerous areas or in other emergency cases as prescribed by law;
b) Transporting members of the armed forces on urgent missions;
c) Transporting individuals for driving practice on driving training vehicles; transporting individuals for driving exams on examination vehicles; transporting workers on road maintenance and repair duties;
d) Transporting people in organized parades with the permission of a competent authority.
- Cargo trucks transporting people in the cases specified in clause 1 of this Article must ensure safety when participating in road traffic.
Accordingly, from January 1, 2025, it is only permissible to transport people in the cargo bed of a truck under the following circumstances:
- Transporting people on missions of rescue, disaster prevention, disease control or other emergencies- Transporting injured persons for emergency medical treatment- Evacuating people from dangerous areas or in other emergency cases as prescribed by law- Transporting members of the armed forces on urgent missions- Transporting individuals for driving practice on driving training vehicles- Transporting individuals for driving exams on examination vehicles- Transporting workers on road maintenance and repair duties- Transporting people in organized parades with the permission of a competent authority.

What are the principles of ensuring road traffic order and safety?
Based on Article 3 of the 2024 Law on Road Traffic Order and Safety, the principles of ensuring road traffic order and safety are stipulated as follows:
- Compliance with the Constitution, Vietnamese law, and international treaties to which the Socialist Republic of Vietnam is a signatory.- Ensuring that road traffic is orderly, safe, and unimpeded, contributing to socio-economic development, national defense, security, and environmental protection; preventing violations of the law on road traffic order and safety, traffic accidents, and congestion; protecting the lives, health, and property of individuals and the assets of agencies and organizations.- Ensuring road traffic order and safety is the responsibility of agencies, organizations, and individuals.- Individuals participating in road traffic must comply with laws on road traffic order and safety and other relevant legal regulations, ensuring safety for themselves and others.- All violations of the law on road traffic order and safety must be promptly detected, prevented, and strictly handled according to legal regulations.- Activities ensuring road traffic order and safety must be public, transparent, and convenient for citizens.- Ensuring road traffic order and safety is unified on the basis of assignment, decentralization, in accordance with the functions, duties, and close coordination between relevant agencies, organizations, and individuals.
What does international cooperation on road traffic order and safety include?
Based on Article 8 of the 2024 Law on Road Traffic Order and Safety, international cooperation on road traffic order and safety includes the following contents:
- Signing international treaties and agreements related to road traffic order and safety- Exchanging information, transferring technology related to road traffic order and safety- Training, practicing, and improving capacities for forces ensuring road traffic order and safety- Enhancing material conditions to ensure road traffic order and safety- Solving road traffic accidents- Implementing other international cooperation contents according to Vietnamese law and related international treaties to which the Socialist Republic of Vietnam is a signatory
