From January 1, 2025, what conditions must motor vehicles meet to participate in road traffic?
Based on Article 35 of the Law on Road Traffic Order and Safety 2024 stipulating the conditions for vehicles participating in road traffic:
Article 35. Conditions for vehicles participating in road traffic
1. Motor vehicles and special-use motorcycles participating in road traffic must meet the following conditions:
a) Be issued with a vehicle registration certificate and have number plates according to the provisions of law;
b) Ensure technical safety and environmental protection quality according to the provisions of law.
- Transportation business cars must be equipped with a journey monitoring device. Transportation business cars carrying 8 or more passengers (excluding the driver's seat), tow trucks, and ambulances must be equipped with a journey monitoring device and a driver image recording device.
- Smart transportation means must ensure the conditions specified in Clause 1 of this Article and be licensed to operate by the competent authority.
- Vehicles with foreign number plates operating in Vietnam must comply with the provisions of Article 55 of this Law.
- The Government of Vietnam shall specify in detail Clauses 2 and 3 of this Article; and prescribe the operating conditions of rudimentary vehicles.
- The provincial People's Committee shall regulate the scope of operation of rudimentary vehicles, four-wheeled goods-carrying vehicles with engines, and four-wheeled passenger-carrying vehicles with engines in the locality.
According to the above regulations, motor vehicles participating in road traffic must meet the following conditions:
- Be issued with a vehicle registration certificate and have number plates according to the provisions of law
- Ensure technical safety and environmental protection quality according to the provisions of law

What types of vehicles are included in motor vehicles participating in road traffic?
According to Article 34 of the Law on Road Traffic Order and Safety 2024 stipulating the classification of road traffic vehicles:
Article 34. Classification of road traffic vehicles
- Motor vehicles include:
a) Automobiles include: vehicles with four or more wheels running by engine, designed and manufactured to operate on roads, not on rails, used to transport people, goods, tow trailers, semi-trailers, or designed for special functions, which can be connected to power lines; three-wheeled vehicles with a self-mass greater than 400 kg; automobiles do not include four-wheeled passenger-carrying vehicles with engines and four-wheeled goods-carrying vehicles with engines;
b) A trailer is a vehicle without an engine, designed and manufactured to operate on roads, towed by an automobile; most of the total mass of the trailer is not placed on the towing vehicle;
c) Semi-trailer is a vehicle without an engine, designed and manufactured to operate on roads, towed by a tractor head, and a significant part of the total mass is placed on the tractor head vehicle;

According to the above regulations, motor vehicles participating in road traffic include the following types of vehicles:
- Vehicles with four or more wheels running by engine, designed and manufactured to operate on roads, not on rails, used to transport people, goods, tow trailers, semi-trailers, or designed for special functions, which can be connected to power lines
- Three-wheeled vehicles with a self-mass greater than 400 kg
- Automobiles do not include four-wheeled passenger-carrying vehicles with engines and four-wheeled goods-carrying vehicles with engines
- Trailers are vehicles without engines, designed and manufactured to operate on roads, towed by automobiles; most of the total mass of the trailer is not placed on the towing vehicle
- Semi-trailers are vehicles without engines, designed and manufactured to operate on roads; towed by a tractor head vehicle and a significant part of the total mass is placed on the tractor head vehicle
- Four-wheeled passenger-carrying vehicles with engines are vehicles with four or more wheels, running by engines, designed and manufactured to operate on roads, constructed to carry people, with a design speed not exceeding 30 km/h, and a maximum seat capacity of 15 passengers (excluding the driver)
- Four-wheeled goods-carrying vehicles with engines are vehicles with four or more wheels, running by engines, designed and manufactured to operate on roads, constructed to carry goods, with the engine and cargo box mounted on the same chassis, with a maximum of two rows of seats and carrying up to 5 passengers (excluding the driver), a design speed not exceeding 60 km/h, and a self-mass not exceeding 550 kg; for electric engine vehicles, the engine power does not exceed 15 kW
- Motorcycles include: vehicles with two or three wheels running by engines, designed and manufactured to operate on roads, except for mopeds; for three-wheeled vehicles, the self-mass does not exceed 400 kg
- Mopeds are vehicles with two or three wheels running by engines, designed and manufactured to operate on roads, with a design speed not exceeding 50 km/h; if the driving engine is a thermal engine, the displacement or equivalent displacement does not exceed 50 cm³; if the driving engine is an electric engine, the power of the engine does not exceed 4 kW; mopeds do not include motorbikes
- Vehicles similar to the types of vehicles specified above
How is the lifespan of motor vehicles calculated?
According to Article 40 of the Law on Road Traffic Order and Safety 2024 stipulating the lifespan of motor vehicles:
Article 40. Lifespan of motor vehicles
1. The lifespan of motor vehicles is calculated from the year of manufacture to the end of December 31 of the year of the end of lifespan.
- The lifespan of modified vehicles is regulated as follows:
a) Vehicles with a determined lifespan modified into vehicles without a determined lifespan will follow the lifespan regulations of the vehicle before modification;
b) Vehicles without a determined lifespan modified into vehicles with a determined lifespan will follow the lifespan regulations of the vehicle after modification;
c) Passenger cars with a carrying capacity of 9 or more passengers (excluding the driver), specialized passenger cars modified into goods-carrying vehicles (including specialized freight cars); four-wheeled passenger-carrying vehicles with engines modified into four-wheeled goods-carrying vehicles with engines will follow the lifespan regulations of the vehicle after modification.

According to the above regulations, the lifespan of motor vehicles is calculated from the year of manufacture to the end of December 31 of the year of the end of lifespan.
Note: The Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2025.
