Driving Motorbikes on Highways Subject to Vehicle Impoundment?

Violation of motorbikes entering the highway is stipulated in Point b, Clause 6, Article 6 of Decree 100/2019/ND-CP.

And Point b, Clause 1, Article 82 of this Decree also stipulates:

1. To promptly prevent administrative violations, the competent authority is allowed to temporarily seize the vehicle for a maximum of 07 days before making a decision on penalties for the following violations specified in the articles, clauses, and points of this Decree and must comply with the provisions of Clause 2, Article 125 of the Law on Handling Administrative Violations:

b) Point b, point c Clause 6; point c Clause 7; points a, b, c, d, e, g, h, i Clause 8; Clause 9 Article 6;

...

Thus, for the violation of driving a motorbike on the highway, the competent authority such as traffic police is authorized to temporarily seize the vehicle (motorbike) of the violator for a maximum of 07 days before making a decision on penalties.
