Based on Clause 2, Article 9 of Circular 12/2017/TT-BGTVT as amended by Clause 5, Article 4, Circular 05/2024/TT-BGTVT (effective from June 01, 2024), the regulations are as follows:
Documents for driver's license trainees
- First-time driver's license trainees must prepare one set of documents and submit it directly to the training institution. The file includes:
a) An application form for training, examination to issue a driver's license in the format stipulated in Appendix 7 promulgated with this Circular;
b) Copies of temporary residence cards, permanent residence cards, diplomatic IDs, or official IDs for foreigners;
c) A medical certificate for the driver issued by a competent medical authority in accordance with regulations.
2. Driver's license upgrade trainees must prepare one set of documents, submit it directly to the training institution, and have their photos taken directly for storage in the driver's license database. The file includes:
a) The documents specified in Clause 1 of this Article;
b) A copy of the secondary school diploma or an equivalent or higher degree for upgrading the driver's license to categories D, E (present the original when checking the examination file);
c) A declaration of professional driving time and safe driving kilometers according to the format prescribed in Appendix 8 promulgated with this Circular.
The driver's license upgrade application from June 01, 2024, will include the following documents:
- An application form for training, examination to issue a driver's license- Copies of temporary residence cards, permanent residence cards, diplomatic IDs, or official IDs for foreigners.- A medical certificate for the driver issued by a competent medical authority in accordance with regulations.- A copy of the secondary school diploma or an equivalent or higher degree for upgrading the driver's license to categories D, E and present the original for verification.- A declaration of professional driving time and safe driving kilometers.

How long must one drive to upgrade the driver's license from B1 to B2?
According to point b, Clause 3, Article 7 of Circular 12/2017/TT-BGTVT, the regulations are as follows:
Conditions for driver's license trainees
Be a Vietnamese citizen or a foreigner permitted to reside, work, or study in Vietnam.
Meet the age (calculated to the date of the driving test), health, and educational standards as stipulated; those upgrading their driver's license may train before but can only take the test when they reach the stipulated age.
Trainees upgrading their driver's license must meet the required professional driving time or experience and safe driving kilometers as follows:
a) Category B1 automatic to B1: driving experience of at least one year and at least 12.000 safe driving kilometers;
b) Category B1 to B2: driving experience of at least one year and at least 12.000 safe driving kilometers;
c) Category B2 to C, C to D, D to E; categories B2, C, D, E to corresponding category F; D, E to FC: professional driving experience of at least three years and at least 50.000 safe driving kilometers;
d) Category B2 to D, C to E: professional driving experience of at least five years and at least 100.000 safe driving kilometers.

Based on Clause 1, Article 19 of Circular 12/2017/TT-BGTVT as amended by point a, Clause 13, Article 4, Circular 05/2024/TT-BGTVT, the regulations are as follows:
Documents for the driving test
- For first-time driving test candidates:
The driving training institution must prepare one set of documents and submit it by one of the following methods: directly, by post, electronic document, and transmit data through the driver's license information system to the Department of Transport. The file includes:
a) Documents specified in Clause 1, Article 9 of this Circular;
b) A primary or training certificate for candidates taking a driving test in categories A4, B1, B2, and C;
c) The list of candidates for the driving test submitted by the training institution.

Thus, candidates for the driver's license test must submit their application directly at the driver training and testing institution.
Once the driver's license training institution receives the complete application from the trainee, it will prepare one set of documents and send it to the Department of Transport to prepare for the driving test for the trainee.
