Pursuant to Clause 5.a Article 37 of the Circular 24/2023/TT-BCA stipulating regulations on license plate as follows:

5. Color and a series of license plate of a domestic organization or individual:
a) License plates have blue backgrounds, white letters and numbers, and series of 11 successive letters, such as: A, B, C, D, E, F, G, H, K, L, M granted to automobiles owned by the Communist Party’s regulatory bodies; Office of the President and the National Assembly and other regulatory bodies of the National Assembly; Office of the National Assembly’s Delegation; the People’s Council at all administrative levels; Central Directing Committees; the People’s Public Security, Court, and Procuracy; ministries, ministerial bodies and the Government’s bodies; National Traffic Safety Committee; the People’s Committee at all administrative levels and other professional bodies of the People’s Committee of a province and district; political and social organizations; (Vietnamese Fatherland Front, Vietnam Trade Union, Communist Youth Union of Ho Chi Minh City, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Union); public service providers, except a state-owned center of driving training and examination; a project management board with state administrative function;

As regulations above, license plates have blue backgrounds, white letters and numbers are issued to government agencies, political - social organizations, public units, and project management boards
These license plates have series of 11 successive letters granted to automobiles owned by following authorities:
- A: Communist Party’s regulatory bodies
- B: Office of the President
- C: Office of the National Assembly and other regulatory bodies of the National Assembly
- D: Office of the National Assembly’s Delegation; the People’s Council at all administrative levels; Central Directing Committees
- E: The People’s Public Security, Court, and Procuracy
- F: Ministries, ministerial bodies and the Government’s bodies
- G: National Traffic Safety Committee
- H: The People’s Committee at all administrative levels and other professional bodies of the People’s Committee of a province and distric

What are priority rights of vehicles with blue license plates in Vietnam?
Pursuant to Article 22 of the Law on Road Traffic in 2008 stipulating priority rights of a number of vehicles as follows:
Priority rights of a number of vehicles
1. The following vehicles have the priority right to go before other vehicles when passing intersections from any direction of traffic in the following order:
a/ Fire engines traveling on duty;
b/ Military vehicles and police vehicles on urgent duty; motorcades led by police cars;
c/ Ambulances on duty;
d/ Dike-watch vehicles, vehicles employed in overcoming natural disasters or epidemics or in a state of emergency as prescribed by law;
e/ Funeral vehicle processions.
2. Vehicles specified at Points a, b, c and d of Clause 1, this Article, when traveling on duty, shall give signals by means of horn, banner and light according to regulations; are not restricted in speed; may enter one-way roads from the opposite direction and other roads open to traffic, even go through the red light, and must only follow the instructions of persons directing traffic.
The Government shall issue specific regulations on signals of priority vehicles.
3. When recognizing the signals of priority vehicles, road users shall promptly slow down, give way or pull in to the right edge of the carriageway to give way. They may not obstruct priority vehicles.
As regulations above, vehicles with blue license plates have the priority right to go before other vehicles when passing intersections from any direction of traffic if they are employed in overcoming natural disasters or epidemics or in a state of emergency as prescribed by law.
Vehicles with blue license plates have the following priority rights:
- They have the priority right to go before other vehicles when passing intersections from any direction of traffic
- They are not restricted in speed
- They may enter one-way roads from the opposite direction and other roads open to traffic, even go through the red light, and must only follow the instructions of persons directing traffic.
Note: vehicles with blue license plates shall give signals by means of horn, banner and light when traveling on duty
What are regulations on signal of vehicles with blue license plates on emergency duty in Vietnam?
Pursuant to Article 9 of the Decree 109/2009/NĐ-CP stipulating signal of dike protection vehicles, vehicles on emergency duty as follows:

1. The vehicles on duty of dyke protection with the flag “DIKE PROTECTION” fixed at the front of automobile on the left of the driver.
2. Vehicles on duty to address natural disasters, epidemics, or vehicles on duty in emergency situations under the law are implemented as follows:
a. Vehicles on duty to address natural disasters, epidemics have their own signs.
b. Vehicles on duty in emergency situations under the law must have a flag with the words "EMERGENCY SITUATION" placed at the front of the vehicle on the left side of the driver.
As regulations above, vehicles with blue license plates on emergency duty under the law must have a flag with the words "EMERGENCY SITUATION" placed at the front of the vehicle on the left side of the driver.
