Do Foreigners Registering Vehicles in Vietnam Need a Letter of Introduction?
According to Section A of Circular 58/2020/TT-BCA, the vehicle registration dossier includes:
- Vehicle registration declaration form;
- Vehicle documents;
- Documents of the vehicle owner.
For cases where the vehicle owner is a foreigner, the documents of the vehicle owner are stipulated in Clause 3, Article 9 of Circular 58/2020/TT-BCA as follows:
- Foreigners working in diplomatic missions, consular offices, or representative offices of international organizations: Introduction letter from the Department of State Protocol or the Department of Foreign Affairs and presentation of a valid diplomatic identity card or official identity card;
- Foreigners working or studying in Vietnam: Presentation of a visa with a duration of one year or more or other documents valid as a visa replacement.
Thus, only foreigners working in diplomatic missions, consular offices, or representative offices of international organizations are required to have an introduction letter from the Department of State Protocol or the Department of Foreign Affairs.
In cases where you do not work in the above-mentioned agencies, an introduction letter is not required, but you must present a visa with a duration of one year or more or other documents valid as a visa replacement.
