Can Individuals with a Criminal Record Become Aviation Security Personnel?
Can an individual with a criminal record work as an aviation security officer? What are the required documents to apply for an initial aviation security officer license?

Are individuals with criminal records eligible to become aviation security control officers?
Based on Clause 2, Article 8 of Circular 10/2018/TT-BGTVT, aviation personnel specified in Clause 13, Article 6 of this Circular must meet the following standards:
a) Be a Vietnamese citizen aged 18 or older, with a clear background, good health, and have graduated from high school or higher;
b) Have no criminal record or administrative penalties as prescribed by law; not use drugs or stimulants;
c) Be granted an aviation security control officer license by the Vietnam Civil Aviation Authority.
According to Clause 13, Article 6 of Circular 10/2018/TT-BGTVT, the titles of aviation personnel include:
- Aviation security control officer.
Therefore, according to the above regulations, an aviation security control officer must meet all the conditions mentioned above, and having no criminal record or administrative penalties is one of the conditions. Hence, you are not eligible to become an aviation security control officer.
What documents are required for the initial application for an aviation security control officer license?
According to Clause 4, Article 98 of Circular 13/2019/TT-BGTVT, the initial application dossier for an aviation security control officer license includes:
a) A written request for the issuance of a license and rating for the agency's or unit's personnel, according to the form specified in Appendix VI issued with this Circular;
b) Submit a certified copy or submit a copy and present the original for comparison of the appropriate professional diploma or certificate;
c) One (1) color photo taken directly, looking straight at the camera, with clear ears, sized 03 centimeters x 04 centimeters (taken on a white background, no more than 06 months from the date of the photo to the date of submission).
