Hello. I am a student coming to Saigon to study, will my family buy me a plane ticket to Saigon and I wonder if I am allowed to bring razor blades on the plane? What are penalties for bringing razor blades on planes?

Can I bring razor blades on planes in Vietnam?

In Part I, the List of dangerous items prohibited or restricted in restricted areas and on board aircraft, issued together with Decision 1541/QD-CHK in 2021, stipulating the list of prohibited items in the cabin of an aircraft and in security restricted areas, as follows:

Explosives and incendiary substances and other non-readily available components such as detonators, ignitors and secondary items such as incendiary material devices capable of being used to cause serious injury or threatening the safety of aircraft, including:

1.1

ammunition

1.2

blasting caps

1.3

detonators and fuses

1.4

replica or imitation explosive devices

1.5

mines, grenades and other explosive military stores

1.6

pyrotechnics, including fireworks

1.7

Smoke-generating canisters or cartridges; and

1.8

dynamite, gunpowder and plastic explosives; and

2

guns, firearms and other devices designed to cause serious injury or capable of being mistaken for such devices, including components of firearms and ammunition (improvised, single discharge weapons such as 3D printed items that may not be identifiable). Those include:

2.1

firearms of all types, including pistols, revolvers, rifles and shotguns

2.2

toy guns, replicas and imitation firearms capable of being mistaken for real weapons

2.3

component parts of firearms, excluding telescopic sights

2.3

compressed air and carbon dioxide guns, including pistols, pellet guns, rifles and ball bearing guns

2.4

signal flare pistols and starter pistols

2.5

electrical stun devices and improvised devices

2.6

laser guns or laser devices (except laser pens used in teaching and presentations)

chemical substances, such as:

3.1

disabling and incapacitating chemicals, gases and sprays, such as mace, pepper or capsicum sprays, acid sprays, animal repellent sprays, and tear gas;

3.2

chemicals that, when mixed, are capable of creating a hazard through reaction (hypergolic reactions); and

3.3

chemicals that cause any hazard to life or property whether or not classified as Dangerous Goods;

4

Objects with sharp points or sharp edges, and devices that discharge projectiles capable of being used to cause serious injury, including:

4.1

items designed for chopping, such as axes, hatchets and cleavers; ice axes and ice picks

4.2

razor blades and box cutters

4.3

harpoon guns and spear guns; and

4.4

slingshots and catapults

4.5

knives with blades of more than 6 cm

4.6

scissors with blades of more than 6 cm as measured from the fulcrum

4.7

martial arts equipment with sharp points or sharp edges; and daggers, swords, spears, bayonets, knives, rulers, fists, maces, bows, names, crossbows

4.8

Camera base, camera, sticks, umbrella with metal chop

4.9

Other sharp, pointed objects that could be used as weapons totaled more than 10 cm

5

Workers’ tools capable of being used either to cause serious injury or to threaten the safety of aircraft, including:

5.1

Crowbars, Spades, hoes, shovels, sickles, chisels, chisels, picks

5.2

Drills and drill bits, including cordless portable power drills

5.3

Tools with blades or shafts more than 6 cm capable of use as weapons, such as screwdrivers and chisels

5.4

Hammers, wrenches, pliers with a length of more than 10 cm

Saws, including cordless portable power saws

Blowtorches

5.7

Bolt guns and nail guns

Blunt instruments capable of being used to cause serious injury when used to hit, including:

sports clubs such as baseball bats, golf clubs, hockey sticks, billiard clubs, ski clubs

clubs and batons, such as billy clubs, blackjacks and night sticks

6.3

martial arts equipment

LAGs as specified in the guidance material for security controls of LAGs

According to this Article, when you on board and carry a razor blade with you, this is a prohibited act for violating aviation security and may be administratively sanctioned in Vietnam.

What are penalties for bringing razor blades on planes in Vietnam? 

Pursuant to Clause 5, Article 26 of Decree 162/2018/ND-CP violations against regulations on aviation security control at airports and aerodromes, on flights, and at places with aviation equipment and works, as follows:

5. A fine ranging from VND 7,000,000 (seven million) to VND 10,000,000 (ten million) shall be imposed for committing one of the following violations:

a) Illegally entering restricted areas in an airport or aerodrome or where the civil aviation building or equipment is located;

b) Attacking aviation staff, passenger or other people at an airport or aerodrome or at place where the civil aviation building or equipment is located but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

c) Grating permission to take persons or objects into the cockpit inconsistently with regulations;

d) Disrupting, inciting or persuading other people to cause disruption to security and order on board an aircraft but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

dd) Stealing, blatantly appropriating or illegally obtaining objects, equipment or property at an airport or aerodrome, or on board an aircraft but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

e) Taking dangerous articles or substances into restricted areas of an airport or aerodrome inconsistently with regulations but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

g) Failure to comply with regulations on registration and receipt of weapons, combat gears or dangerous articles to be taken into restricted areas or on an aircraft;

h) Failure to provide or providing false or insufficient advance passenger information (API) as regulated;

i) Gambling or allowing another person to organize gambling at the head office or on the vehicle in restrictec areas of an airport or aerodrome or on an aircraft but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

k) Failure to organize pre-flight aircraft security check as regulated;

l) Hiring, persuading or inciting other people to fight each other or getting involved in a fight on board an aircraft but the violation is not serious enough to cause the violating entity to face a criminal prosecution;

m) Transferring weapons or combat gears to unauthorized or ineligible persons for use at an airport or aerodrome or on board an aircraft;

n) Using rude gestures and/or words to provoke, tease or insult aviation staff or passengers on board an aircraft but the violation is not serious enough to cause the violating entity to face a criminal prosecution.

According to this Article, when you bring razor blades on a plane, you can be fined from VND 7,000,000 to VND 10,000,000 in Vietnam.
