Can buses operate on roads with "No Passenger Cars" signs?
Pursuant to Appendix B of the National Technical Regulation QCVN 41:2019/BGTVT on Road Signs, the regulations on the meaning and use of prohibition signs are as follows:
B.7a Sign No. P.107a "No Passenger Cars"
a) To indicate roads where passenger cars are prohibited except for priority vehicles as regulated, place Sign No. P.107a “No Passenger Cars”. This sign does not prohibit buses.
b) In cases where passenger cars are prohibited based on seating capacity, use an additional sign indicating the number of seats for the vehicles that need to be prohibited or display the number of seats in white text on the vehicle symbol.

According to this regulation, Sign No. P.107a "No Passenger Cars" does not prohibit buses. Therefore, buses are allowed to enter the roads where there is a sign prohibiting passenger cars.
