Can a person who has not received any Covid-19 vaccine dose return to Ho Chi Minh City, Vietnam?
I am currently in Dong Nai for a month due to the outbreak and now I want to go back to Ho Chi Minh City. My permanent address is in District 7 but I have not received any vaccine dose. I wonder if I can go back or not.

Based on Official Letter 10722/SGTVT-VP in 2021 regulating guidelines for registering support for essential travel issued by the Ho Chi Minh City Department of Transport as follows:
Citizens of Ho Chi Minh City from other provinces or cities who wish to return to Ho Chi Minh City fall into the following cases:
Having permanent residence in Ho Chi Minh City; Having temporary residence confirmation in Ho Chi Minh City, temporary absence confirmation from the locality with the destination address being Ho Chi Minh City.
Please note the following issues:
1. Individuals who have written approval from the provincial People's Committee of the departure location allowing entry into Ho Chi Minh City are not subject to confirmation of travel by the Ho Chi Minh City Department of Transport).
2. Ensure compliance with the "5K principles";
3. When traveling, health declaration, VNEID declaration as prescribed, and documents proving the purpose of travel, Certificate of negative SARS-CoV-2 test results valid for 72 hours (from the sampling time) and other relevant documents must be submitted.
4. Fulfill the intended purpose of the trip and the content of the registered form.
5. Means of transportation: inter-provincial transport modes (road, waterway, railway, airway); in the case of traveling by private car, all legal documents must be provided as required.
6. The vehicle driver and accompanying person must comply with the safety and pandemic prevention regulations of the localities along the route and the destination. Proactively notify and contact the local authorities at the destination before traveling for guidance.
7. Individuals who have recovered from COVID-19 within 180 days or have received at least 1 dose of a 2-dose vaccine and at least 14 days after vaccination (this condition does not apply to citizens of Ho Chi Minh City from other provinces or cities returning to Ho Chi Minh City).
Therefore, according to the above regulations, if you have permanent residence in Ho Chi Minh City, wish to return, and fall into the essential travel category, you do not need to meet the Covid-19 vaccination requirement. Therefore, you are still allowed to return when needed.
