Article 9 of the 2017 Railway Law stipulates the prohibited acts in railway operations as follows:
Sabotaging railway infrastructure and railway vehicles.
Encroaching on the railway traffic safety corridor, the protection scope of railway infrastructure.
Unauthorized opening of crossings over railways; illegal construction of overpasses, underpasses, culverts, or other structures within the land designated for railways; unauthorized drilling or excavation within the protection scope of railway infrastructure.
Tampering with railway infrastructure or signaling systems; obstructing or misleading railway traffic signals.
Obstructing train operations, arbitrarily signaling or using devices to stop trains, except in cases where detecting incidents that compromise railway traffic safety.
Crossing barriers, crossing the level crossing, crossing the level crossing when there is a prohibition signal; crossing the barriers separating the railway from the surrounding area.

Based on current regulations, you are not allowed to open a crossing over the railway to ensure safety for you and the train operations.
What incentives and support do railway organizations and individuals receive?
Clause 2, Article 6 of the 2017 Railway Law provides for incentives and support in railway activities as follows:
- Organizations and individuals engaged in railway activities are entitled to incentives and support as follows:
a) Allocation of land without land levy for the construction of national railway infrastructure, urban railways; exemption from land rent for the construction of specialized railway infrastructure, and railway industrial works;
b) Based on actual resource capabilities, the State provides loans at preferential investment credit interest rates from the State's investment credit source or gives guarantees from the Government of Vietnam for loans in accordance with the law on public debt management for investment in developing national railway infrastructure and urban railways; investment in the purchase of railway vehicles, machinery, and equipment for railway maintenance; development of the railway industry;
c) Enterprises engaged in the railway infrastructure business, urban railway business, and railway industry enjoy corporate income tax incentives in accordance with the law on corporate income tax;
d) Exemption from import tax for machinery, equipment, spare parts, railway vehicles, raw materials, supplies for manufacturing machinery, equipment or for manufacturing components, parts, and accessories of machinery and equipment necessary for railway operations, and supplies necessary for the construction of railway infrastructure that is not yet produced domestically.
