Authority to Register Temporary Vehicles

According to the current legal regulations, what is the jurisdiction for temporary vehicle registration? Which document stipulates this? Looking forward to receiving your response soon.At Article 14 of Circular 58/2020/TT-BCA, it is stipulated:
The temporary vehicle registration certificate is valid for a maximum usage period of 30 days.
For vehicles subject to the provisions in Clauses 2, 3, and 5 of Article 13 of this Circular: The validity period of the temporary vehicle registration certificate is determined according to the period permitted by the competent authority to serve these activities.
Temporarily registered vehicles are allowed to participate in traffic according to the time, route, and operational scope stated in the temporary vehicle registration certificate.
Vehicle owners may register at the nearest vehicle registration authority.
=> Thus, according to the aforementioned regulations, the authority to issue temporary vehicle registrations lies with all vehicle registration authorities.
