Clause 1, Article 19 of Decree 08/2021/ND-CP stipulates the authority to announce operational activities as follows:
The authority that agrees on the construction of river-crossing passenger terminals and inland waterway ports serving the execution of primary projects as specified in Clause 2, Article 16 of this Decree is also the authority with the power to announce the operational activities of river-crossing passenger terminals and inland waterway ports serving the execution of primary projects.
