Astigmatism: Can You Take the Class C Driver's License Exam?

My eyes have been astigmatic since 7th grade. Do I meet the eligibility requirements to apply for a Class C driving license? Please provide assistance.

According to Clause 1, Article 58 of the 2008 Road Traffic Law, the conditions for drivers participating in traffic are prescribed as follows:

Drivers participating in traffic must be of the age and health required as stipulated in Article 60 of this Law and must have a driving license appropriate for the type of vehicle permitted to be driven, issued by a competent state authority.

Learner drivers participating in traffic must practice on training vehicles and must have an instructor accompanying them.

And in Appendix I, the Health Standards Table for Drivers issued along with Joint Circular 24/2015/TTLT-BYT-BGTVT, it is prescribed:

NO SPECIALTY HEALTH STANDARDS FOR DRIVERS


Those with any of the following conditions are not eligible to drive the corresponding types of vehicles
GROUP 1


(FOR A1 CATEGORY DRIVERS)
GROUP 2


(FOR B1 CATEGORY DRIVERS)
GROUP 3


(FOR DRIVERS OF THE FOLLOWING CATEGORIES: A2, A3, A4, B2, C, D, E, FB2, FC, FD, FE)
- Distance vision in both eyes: <4/10 (including correction with glasses).


- If one eye remains, vision <4/10 (including correction with glasses).
- Distance vision in both eyes: < 5/10 (including correction with glasses).


- If one eye remains, vision <5/10 (including correction with glasses).
Distance vision in each eye: good eye < 8/10 or weak eye <5/10 (including correction with glasses).
Refractive error with spectacles: > + 5 diopters or > - 8 diopters.
Horizontal field of vision in both eyes (nose-temple direction): < 160 extending to the right < 70°, extending to the left < 70°.


- Vertical field of vision (top-bottom direction) above horizontal line <30°.


- Hemianopia, scotoma.
Disordered recognition of the three basic colors: red, yellow, green. Disordered recognition of the three basic colors: red, yellow, green. Disordered recognition of the three basic colors: red, yellow, green.
Diplopia even with prism correction. Diplopia.
Glare diseases.
Night vision impairment (nyctalopia).

Thus, if you are both nearsighted and astigmatic, you are still eligible to take the exam if you do not fall under any of the ineligible conditions listed in the table above.
