Astigmatism: Can You Take the Class C Driver's License Exam?
According to Clause 1, Article 58 of the 2008 Road Traffic Law, the conditions for drivers participating in traffic are prescribed as follows:
Drivers participating in traffic must be of the age and health required as stipulated in Article 60 of this Law and must have a driving license appropriate for the type of vehicle permitted to be driven, issued by a competent state authority.
Learner drivers participating in traffic must practice on training vehicles and must have an instructor accompanying them.
And in Appendix I, the Health Standards Table for Drivers issued along with Joint Circular 24/2015/TTLT-BYT-BGTVT, it is prescribed:

Thus, if you are both nearsighted and astigmatic, you are still eligible to take the exam if you do not fall under any of the ineligible conditions listed in the table above.
