According to the law in Vietnam: What is the International Driving Permit?
Pursuant to Clauses 1 and 2, Article 3 of the Circular 29/2015/TT-BGTVT stipulating definition of the International Driving Permit:

In this Circular, these terms can be construed as follows:
1. The International Driving Permit is a driving permit issued by a competent agency of a member state of Vienna Convention according to a uniform form.

Any Vietnamese, foreigners having card of residence in Vietnam who has an unexpired PET national driving permit issued by Vietnam.
The International Driving Permit, abbreviated as IDP, is a driving permit issued by a competent agency of a member state of Vienna Convention according to a uniform form.
As regulated above, the International Driving Permit is issued for any Vietnamese, foreigners having card of residence in Vietnam who has an unexpired PET national driving permit issued by Vietnam.

What are procedures for issuance of the International Driving Permit in Vietnam?
Pursuant to Article 8 of the Circular 29/2015/TT-BGTVT (amended by Clauses 1 and 2, Article 1 of the Circular 01/2021/TT-BGTVT) stipulating procedures for issuance of the International Driving Permit in Vietnam:
Procedures for issuance of the International driving permit
1. Individuals shall submit the application form for the IDP using the form in Appendix IV enclosed with this Circular. When submitting the application, the applicant shall present the original copy of the national driving permit issued by Vietnam, passport, residence card (applicable to foreigners) that are unexpired for check and comparison.
2. Process for issuing an International Driving Permit (IDP):
a) When individuals submit their application directly to the Directorate for Roads of Vietnam or the Department of Transportation, they must present their original national driver's license issued by Vietnam, passport, and permanent residence card (for foreigners) for verification of accuracy and legality of the IDP issuance. They must also fulfill the obligation to pay the prescribed fees upon receipt of the application as regulated. When individuals submit their application through the online public service system, they must provide accurate and lawful information as guided, and they are responsible for the accuracy of the provided information. They must fulfill the obligation to pay the fees through the online public service system's payment function and pay other service fees as per their needs. In case the application does not comply with the regulations, the receiving agency is responsible for directly notifying, or in writing, or through the online public service system, requesting additional information or modifications from the individual within a period of 02 working days from the date of receipt of the application.
b) Within a period of 05 working days from the date of receiving a duly submitted IDP application as per the regulations, the Directorate for Roads of Vietnam or the Department of Transportation will issue the IDP to the individual. If the IDP is not issued, a response must be provided clearly stating the reason.

As regulated above, procedures for issuance of the International Driving Permit in Vietnam are stipulated as follows:
Step 1: Application submission
Individuals submit their application for an International Driving Permit (IDP) directly or through the online public service system to the Directorate for Roads of Vietnam or the Department of Transportation.
Step 2: Application reception
(1) In the case of direct submission to the Directorate for Roads of Vietnam or the Department of Transportation:
- Present the original national driver's license issued by Vietnam, passport, and permanent residence card for verification of accuracy and legality of the IDP issuance.
- Fulfill the obligation to pay the prescribed fees upon receipt of the application as regulated.
(2) In the case of submission through the online public service system:
- Provide the required information as guided and take responsibility for the accuracy and legality of the provided information.
- Fulfill the obligation to pay the fees through the payment function of the online public service system.
- Pay other service fees as per personal needs.
Step 3: Application review
- In case the application does not comply with the regulations, the receiving agency is responsible for notifying the individual of the additional information or modifications required within a period of 02 working days from the date of receipt of the application.
- In case the application meets the requirements, the application will be reviewed.
Step 4: IDP issuance
- Within a period of 05 working days from the date of receiving a duly submitted IDP application as per the regulations, the Directorate for Roads of Vietnam or the Department of Transportation will issue the IDP to the individual.
- If the IDP is not issued, a response must be provided, clearly stating the reason.
What is the duration of the International Driving Permit in Vietnam?
Pursuant to Clause 1 Article 5 of the Circular 29/2015/TT-BGTVT stipulating the duration of the International Driving Permit in Vietnam:

1. An IDP is valid for no longer than 03 years from the day on which it is issued and shall be conformable to the validity of the national driving permit.

In the case where the national driving permit expires or becomes invalid, the International Driving Permit also loses its validity.
