On November 12, 2024, the Minister of Public Security of Vietnam issued Circular 63/2024/TT-BCA, regulating the inspection, control, and handling of legal violations in the railway traffic sector by the Traffic Police.
Pursuant to Article 11 of Circular 63/2024/TT-BCA, the 8 contents of railway traffic inspection and control are specified as follows:
[1] Inspect and control compliance with railway signal and traffic regulations.
[2] Inspect and control adherence to regulations on the protection of railway infrastructure.
[3] Inspect and control the conditions for railway transport vehicles to participate in traffic, including guidance information, passenger service equipment, and safety equipment on railway transport vehicles.
[4] Inspect and control the regulatory conditions for railway staff directly serving train operations during work.
[5] Inspect and control compliance with regulations ensuring railway traffic safety by railway staff when performing their designated duties.
[6] Inspect and control compliance with traffic rules at level crossings, shared road-rail bridges, railway tunnels, and within the railway traffic safety corridor.
[7] Inspect and control compliance with regulations ensuring security, order, and traffic safety on railway lines by organizations and individuals.
[8] Inspect and control compliance with regulations on passenger, luggage, and goods transport on railways; adherence to weight regulations, and transportation of oversized, overweight goods.

What types of vehicles are considered railway traffic vehicles in Vietnam?
According to Article 3 of the Railway Law 2017:
Article 3. Explanation of Terms
In this Law, the terms below are understood as follows:
[...]
- A level crossing is a place where two or more roads intersect on the same plane.
- A grade-separated crossing is a place where two or more roads intersect on different planes.
- A railway transport vehicle is an engine, a carriage, or a specialized vehicle that moves on railways.
- A railway line is one or more continuous sections from the first railway station to the last railway station.
- A train is a railway transport vehicle made up of an engine and carriages or a single operating engine, powered carriages, specialized powered vehicles moving on railways.
Thus, railway transport vehicles include engines, carriages, and specialized vehicles that move on railways.
What are prohibited acts in railway operations in Vietnam?
According to Article 9 of the Railway Law 2017, the following acts are prohibited in railway operations:
- Destruction of railway structures, railway transport vehicles.
- Encroachment into the railway traffic safety corridor, protection range of railway works.
- Unauthorized opening of crossings; illegal construction of overpasses, underpasses, culverts, or other structures within railway land; unauthorized drilling or excavation within the railway work protection area.
- Alteration of railway structures, signaling systems; obstructions or misrepresentation of railway traffic signals.
- Hindering train operations, unauthorized signaling or use of equipment to stop trains, except in cases of detected safety hazards on railways.
- Crossing or climbing over barriers at crossings, crossing railways when signals prohibit; crossing barriers separating railways from surrounding areas.
- Disposing of waste that does not meet environmental health standards onto railways; placing obstacles, dumping hazardous substances, waste onto railways; placing flammable, explosive substances within the railway work protection area and railway traffic safety corridor.
- Grazing animals, holding markets on railways, within the railway work protection area and railway traffic safety corridor.
- Walking, standing, lying, sitting, or other actions on the roof of carriages, engines, steps; clinging to, standing, sitting on the sides of carriages, engines, junctions between carriages, engines; opening doors, getting on or off trains, sticking head, hands, legs, or objects out of train carriages when the train is in motion, except for railway staff and functional forces on duty.
- Walking, standing, lying, sitting, or other actions on railways, except for railway staff, functional forces on duty.
- Throwing soil, rocks, or other objects onto or from the train.
- Bringing, transporting prohibited goods, diseased animals into stations, onto trains; illegal transportation of wild animals, radioactive substances, flammable substances, explosives, and other dangerous goods into stations, onto trains; bringing, transporting corpses, remains into stations, onto urban railway trains.
- Making, selling fake tickets; illegal ticket sales.
- Introducing railway transport vehicles, equipment not meeting safety technical standards for railway transportation services; using freight cars to transport passengers; unauthorized alteration of the structure, shape, function of railway transport vehicles; allowing individuals not qualified to operate railway transport vehicles.
- Attaching carriages with live animals, odorous goods, flammable, explosive, hazardous substances to passenger trains.
- Operating trains over the prescribed speed limits.
- Railway staff directly serving train operations on duty found to have alcohol in their blood or breath or other stimulants prohibited by law.
