What documents are included in the application for issuing an automobile driving training license in Vietnam?
According to Article 19 of Decree 160/2024/ND-CP regulating the procedure for issuing an automobile driving training license:
Article 19. Procedure for Issuing an Automobile Driving Training License
- The application includes:
a) A report requesting the issuance of a driving training license according to the form specified in Appendix XII attached to this Decree;
b) Decision on establishment or permit establishment by a competent authority (a copy with original for comparison or a certified copy, or an electronic copy certified from the original or an electronic copy from the original record);
c) A copy of the land use right certificate or land allocation decision, lease land by the provincial-level People's Committee accompanied by a copy of the receipt (paying land levy or land rent) or evidence of completing the financial obligations regarding land according to the law on land.
In the case of renting facilities attached to the land: a copy of the lease contract for facilities attached to the land with a minimum term of 05 years from the date of dossier submission, a copy of documents proving land use rights, or a copy confirming ownership rights over the facilities of the lessor;
d) Certificate of the driving practice instructor (a copy with original for comparison or a certified copy, or an electronic copy certified from the original or an electronic copy from the original record);

The application for issuing an automobile driving training license includes the following documents:
[1] Report requesting the issuance of a driving training license
[2] Decision on establishment or permit establishment by a competent authority (a copy with the original for comparison or a certified copy, or an electronic copy certified from the original or an electronic copy from the original record);
[3] A copy of the land use right certificate or land allocation decision, lease land by the provincial-level People's Committee accompanied by a copy of the receipt (paying land levy or land rent) or evidence of completing the financial obligations regarding land according to the law on land.

[5] Vehicle registration certificate, vehicle plate number, or a notarized copy of the vehicle registration certificate, vehicle plate number along with an original paper of confirmation from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch (the original is presented at the time of inspection for comparison).
Note: In the case documents [2] [3] [4] are integrated into the electronic identification account, presentation and verification can be done through the electronic identification account.
